He Saved Us.

Remind them to be submissive to rulers and authorities, to be obedient, to be ready for every good work, to speak evil of no one, to avoid quarreling, to be gentle, and to show perfect courtesy toward all people. For we ourselves were once foolish, disobedient, led astray, slaves to various passions and pleasures, passing our days in malice and envy, hated by others and hating one another. But when the goodness and loving kindness of God our Savior appeared, he saved us, not because of works done by us in righteousness, but according to his own mercy, by the washing of regeneration and renewal of the Holy Spirit, whom he poured out on us richly through Jesus Christ our Savior, so that being justified by his grace we might become heirs according to the hope of eternal life. The saying is trustworthy, and I want you to insist on these things, so that those who have believed in God may be careful to devote themselves to good works. These things are excellent and profitable for people. But avoid foolish controversies, genealogies, dissensions, and quarrels about the law, for they are unprofitable and worthless. As for a person who stirs up division, after warning him once and then twice, have nothing more to do with him, knowing that such a person is warped and sinful; he is self-condemned. – Titus 3:1-11 ESV

Having emphasized the grace of God, as revealed in His Son’s incarnation and substitutionary death on the cross, Paul now tells Titus to demand godly, grace-empowered living among the believers on Crete. He is to remind them that their behavior is exhibit Christ-like characteristics at all times. They are to be submissive to rulers and authorities. And that submission should include obedience and a willing to do the right thing at all times. Their speech should be devoid of all slander. Their words were to be used for good and not evil. They were to avoid quarreling, because it produces nothing of value. Instead, they were to exhibit a gentle or patient temperament, showing kindness or meekness to all people. And Paul seems to realize that Titus is going to get push-back from his parishioners, arguing that some people don’t deserve this kind of treatment. So, Paul tells Titus to simply remind the believers on Crete that they were once the same way.

Once we, too, were foolish and disobedient. We were misled and became slaves to many lusts and pleasures. Our lives were full of evil and envy, and we hated each other. – Titus 3:3 NLT

Paul was a big proponent of reflection. He saw value in looking back and recalling his pre-salvation status. And he encouraged other believers to do the same. He wrote to the believers in Corinth and reminded them of their condition before coming to faith in Christ.

Don’t fool yourselves. Those who indulge in sexual sin, or who worship idols, or commit adultery, or are male prostitutes, or practice homosexuality, or are thieves, or greedy people, or drunkards, or are abusive, or cheat people—none of these will inherit the Kingdom of God. Some of you were once like that. But you were cleansed; you were made holy; you were made right with God by calling on the name of the Lord Jesus Christ and by the Spirit of our God. – 1 Corinthians 6:9-11 NLT

The grace of God made possible not only their salvation, but their ongoing transformation into the likeness of Christ. And it was important that they remember just exactly what is was their were saved from. Their ability to love others and see the lost as sinners in need of a Savior would be tied to their understanding of their own undeserving status when they were saved. Paul makes it quite clear.

When God our Savior revealed his kindness and love, he saved us, not because of the righteous things we had done, but because of his mercy. He washed away our sins, giving us a new birth and new life through the Holy Spirit. He generously poured out the Spirit upon us through Jesus Christ our Savior. Because of his grace he made us right in his sight and gave us confidence that we will inherit eternal life. – Titus 3:4-7 NLT

It was all the work of God. The believers on Crete had not earned their salvation. Their works of righteousness had not put them in a right standing with God. Notice how Paul drives home his point. He emphasizes God’s role in their salvation.

“He saved us…”

“He washed away our sins…”

“He gave us new life and new birth…”

“He generously poured out His Spirit…”

“He made us right…”

“He made us confident that we will inherit eternal life…”

It was all God’s doing. And they were never to forget that fact. As soon as we start believing that we somehow deserved or earned God’ salvation, we begin to believe that we are somehow better than those who are lost and remain unsaved. We see the sins of others as somehow greater than our own. We can become self-righteously superior in our thinking and highly selective when it comes to those whom we show respect, honor, mercy and love. But Paul would have us remember our undeserving status and how God showed us mercy and grace – totally undeserved mercy and grace. He sent His Son to die for us while we were still sinners (Romans 5:8). “God showed how much he loved us by sending his one and only Son into the world so that we might have eternal life through him” (1 John 4:9 NLT). God loved us while we were at our worst. He didn’t demand that we get our proverbial act together or stop sinning. He saved us while we were mired and enslaved to our sin.

And Paul is telling Titus to demand that the believers on Crete show their gratitude to God for all that He has done by showing mercy, kindness, and respect to all those they encounter. He tells Titus:

I want you to insist on these things, so that those who have believed in God may be careful to devote themselves to good works. – Titus 3:8 ESV

They were to devote themselves, literally, to give attention to, good works. They were to be the protectors or guardians of good works, taking seriously their God-given responsibility to live Christ-like lives on this earth. They were to be the hands and feet of Christ, exhibiting the same attitude that He had.

You must have the same attitude that Christ Jesus had. Though he was God, he did not think of equality with God as something to cling to. Instead, he gave up his divine privileges; he took the humble position of a slave and was born as a human being. When he appeared in human form, he humbled himself in obedience to God and died a criminal’s death on a cross. – Philippians 2:5-8 NLT

Jesus modeled humility and selfless service to others. He was the Son of God, and yet He did not think it beneath Himself to die on behalf of undeserving sinners. So, why is it so hard for us to die to ourselves and to live our lives in humble submission to God, serving those who are undeserving of our love?

Paul ends by providing Titus with a list of things for believers to avoid: “Do not get involved in foolish discussions about spiritual pedigrees or in quarrels and fights about obedience to Jewish laws” (Titus 3:9 NLT). These kinds of things are worthless and a waste of time. They produce nothing of value. They stir up anger and division. The produce pride and dissension. It was these kinds of distractions that the false teachers were bringing into the church. They weren’t unifying the church. They were dividing it. They weren’t encouraging humility and selflessness. They were promoting pride and a sense of spiritual superiority.

But Paul wants Titus and his fellow believers on Crete to remember one thing: God saved them. They had nothing to do with it. And their response should be one of gratitude and a willing submission to love others as they had been loved by God. They were to show grace to others because God had shown grace to them. They were to extend mercy to others, because had showered them with mercy. Our treatment of others should be a direct response to God’s treatment of us. He did not give us what we deserved. He gave us His Son and a means by which we could be made right with Him. He saved us. He washed and renewed us. He poured out His Spirit on us. And He has assured us of our future life with Him. All in spite of us, not because of us.

Grace for Godliness.

For the grace of God has appeared, bringing salvation for all people, training us to renounce ungodliness and worldly passions, and to live self-controlled, upright, and godly lives in the present age, waiting for our blessed hope, the appearing of the glory of our great God and Savior Jesus Christ, who gave himself for us to redeem us from all lawlessness and to purify for himself a people for his own possession who are zealous for good works.

Declare these things; exhort and rebuke with all authority. Let no one disregard you. – Titus 2:11-15 ESV

Paul has just given Titus detailed descriptions of the kind of conduct he is to expect from those who have been exposed to sound doctrine. But now, Paul makes it clear that it is not the teaching of sound doctrine that produces life change. An understanding of theology doesn’t save anyone. A good grasp on doctrine will never earn anyone a right standing with God. And it can’t truly transform anyone’s behavior. The Pharisees of Jesus’ day knew doctrine and theology, but Jesus regularly referred to them as hypocrites. They knew the Hebrew Scriptures, that prophesied about the coming of the Messiah, but failed to recognize Him when He stood right in front of them. The reason Paul emphasized the teaching of sound doctrine was because he knew that God had equipped each and every believer with the capacity to apply that doctrine to their lives and experience true life change. And it was all because “the grace of God has appeared” (Titus 2:11 ESV). This is a clear reference to the coming of Jesus, the Messiah. Paul made a similar reference when he wrote his second letter to Timothy.

For God saved us and called us to live a holy life. He did this, not because we deserved it, but because that was his plan from before the beginning of time—to show us his grace through Christ Jesus. And now he has made all of this plain to us by the appearing of Christ Jesus, our Savior. He broke the power of death and illuminated the way to life and immortality through the Good News. – 2 Timothy 1:9-10 NLT

God showed us His grace by sending His son to provide us with a means of salvation. And notice what Paul says: God saved us and called us to live a holy life. That is exactly what Paul has just finished describing to Titus: what a holy life looks like for each and every believer in his local congregation. From the oldest to the youngest, male and female, and even bondservants, there was an expectation of godly behavior made possible by the grace of God. Jesus came, not only to bring salvation, but sanctification, and Paul describes it this way: “training us to renounce ungodliness and worldly passions, and to live self-controlled, upright, and godly lives in the present age” (Titus 2:12 ESV).

In other words, the salvation provided for us by the grace of God and made possible through the death of His Son, is not to be viewed as some kind of entry ticket to heaven. It isn’t a future pass into His Kingdom that has no present significance. No, Paul makes it clear that the grace of God includes our present and ongoing transformation into the likeness of Christ. We are to grow in godliness – in the present age. Paul even seems to indicate that heaven is not to be our hope, but the return of Jesus Christ is. We are to “look forward with hope to that wonderful day when the glory of our great God and Savior, Jesus Christ, will be revealed” (Titus 2:13 NLT). It is the hope of that promise that should motivate us to live godly lives here and now. But it is the grace of God that provides us with the power we need to pull it off. The apostle Peter reminds us: “By his divine power, God has given us everything we need for living a godly life. We have received all of this by coming to know him, the one who called us to himself by means of his marvelous glory and excellence” (2 Peter 1:3 NLT).

Jesus Christ died for us, not just to get us into heaven, but to redeem us from the power of sin. And that process begins in this lifetime, not the next. Paul clearly states: “He gave his life to free us from every kind of sin, to cleanse us, and to make us his very own people, totally committed to doing good deeds” (Titus 2:14 NLT). Committed to doing good deeds when? In heaven? No, right here, right now. Jesus Himself stated: “I came that they may have life and have it abundantly” (John 10:10 ESV). That abundant life begins at the point of salvation, not when we arrive in heaven. It is an ongoing process of transformation that takes place from the moment we place our faith in Jesus as Savior, and it will continue until He returns or the Father takes us home at the point of death. And Paul was so confident in God’s promise to transform each and every one of His children into the likeness of Christ, that he told the believers in Philippi: “And I am certain that God, who began the good work within you, will continue his work until it is finally finished on the day when Christ Jesus returns” (Philippians 1:6 NLT).

Titus was to teach these truths to his people. He was to demand that they live lives of godliness, not in their own strength, but in the power and grace of God. Life change is possible. Character transformation is expected of each and every believer. And as far as Paul was concerned, a lack of change within the life of a professing believer was to be met with rebuke, not indifference. The author of Hebrews told his audience, “You have been believers so long now that you ought to be teaching others. Instead, you need someone to teach you again the basic things about God's word. You are like babies who need milk and cannot eat solid food” (Hebrews 5:12 NLT). Paul had to tell the believers in Corinth, “when I was with you I couldn’t talk to you as I would to spiritual people. I had to talk as though you belonged to this world or as though you were infants in the Christian life. I had to feed you with milk, not with solid food, because you weren’t ready for anything stronger. And you still aren’t ready, for you are still controlled by your sinful nature” (1 Corinthians 3:1-3 NLT). Spiritual growth in the life of a believer is not optional. Life transformation is an undeniable expectation and unavoidable outcome of the grace of God. Jesus did not die to leave us like we are. He set us free from slavery to sin. Paul provides the believers in Rome with these powerful words of reminder:

Do not let sin control the way you live; do not give in to sinful desires. Do not let any part of your body become an instrument of evil to serve sin. Instead, give yourselves completely to God, for you were dead, but now you have new life. So use your whole body as an instrument to do what is right for the glory of God. Sin is no longer your master, for you no longer live under the requirements of the law. Instead, you live under the freedom of God’s grace. – Romans 6:12-14 NLT

The grace of God has set us free from the power of sin. We live under the freedom of God’s grace as provided by the death and resurrection of His Son. And Paul goes on to say, “Thank God! Once you were slaves of sin, but now you wholeheartedly obey this teaching we have given you. Now you are free from your slavery to sin, and you have become slaves to righteous living” (Romans 6:17-18 NLT). We have been given the grace to live godly lives. So, let’s do it.

Practical Holiness.

But as for you, teach what accords with sound doctrine. Older men are to be sober-minded, dignified, self-controlled, sound in faith, in love, and in steadfastness. Older women likewise are to be reverent in behavior, not slanderers or slaves to much wine. They are to teach what is good, and so train the young women to love their husbands and children, to be self-controlled, pure, working at home, kind, and submissive to their own husbands, that the word of God may not be reviled. Likewise, urge the younger men to be self-controlled. Show yourself in all respects to be a model of good works, and in your teaching show integrity, dignity, and sound speech that cannot be condemned, so that an opponent may be put to shame, having nothing evil to say about us. Bondservants are to be submissive to their own masters in everything; they are to be well-pleasing, not argumentative, not pilfering, but showing all good faith, so that in everything they may adorn the doctrine of God our Savior. – Titus 1:1-10 ESV

They say the best defense is a good offense. So, in order to assist Titus in his battle against false teachers and their heretical teaching, Paul has told the young pastor to surround himself with qualified men who can help him lead the church. But Paul didn’t stop there. He also told Titus to be willing to rebuke his flock for their laziness and gluttony, so that they might be “sound in their faith” (Titus 1:14 ESV). Now Paul gets specific. He gives Titus detailed and practical descriptions of how various groups within the body of Christ are to conduct their lives. First of all, Titus is to teach only that which “accords with sound doctrine” (Titus 2:1 ESV). Sound doctrine was essential to Paul. It was the glue that held the body of Christ together. That is why he spent so much time writing letters to churches he had helped to establish. He knew that the most difficult days for any believing congregation were those that lay ahead, after they had initially come to faith in Christ. Salvation was to be followed by sanctification, and that was going to require sound doctrine, teaching that was in accord with the words of Jesus and the Old Testament Scriptures. In his first letter to Timothy, Paul reminded him that the law “is not laid down for the just but for the lawless and disobedient, for the ungodly and sinners, for the unholy and profane, for those who strike their fathers and mothers, for murderers, the sexually immoral, men who practice homosexuality, enslavers, liars, perjurers, and whatever else is contrary to sound doctrine” (1 Timothy 1:9-10 ESV).

He went on to tell Timothy, “If anyone teaches a different doctrine and does not agree with the sound words of our Lord Jesus Christ and the teaching that accords with godliness, he is puffed up with conceit and understands nothing” (1 Timothy 6:3-4 ESV). In his second letter to Timothy, he warned him that people would prove to be fickle and drawn to falsehood, desiring to hear teaching that condoned their behavior and excused their love of the world. “For the time is coming when people will not endure sound teaching, but having itching ears they will accumulate for themselves teachers to suit their own passions, and will turn away from listening to the truth and wander off into myths” (2 Timothy 4:3-4 ESV).

But Paul is not just telling Titus to teach solid, reliable doctrine. He is wanting him to get specific and show how that doctrine should show up in real life. The New Living Translation puts verse one this way: “promote the kind of living that reflects wholesome teaching” (Titus 2:1 NLT). Good doctrine should produce good behavior. The teachings of Jesus, expounded and expanded upon by the apostles, were to have a dramatic impact on the lives of those who placed their faith in Jesus as their Savior. Christ followers were to be Christ-like. So, Paul begins with the older men in the church. He tells Titus that they are to be characterized by sober-mindedness, an ability to think clearly, unhampered by alcohol or anything else that would confuse their capacity to judge wisely. They are to be dignified or worthy of respect, not acting in childish or immature ways. Their lives are to be marked by self-control, able to manage their natural desires and passions. They are to have a healthy faith that shows up in how they live their lives. And their are to be characterized by a love for others and a willingness to patiently endure with those who are difficult to love.

Paul next moves his attention to older women in the church. Their lives were to be marked by behavior that reflected their holiness. On other words, their godliness should show up in tangible, visible ways. They were not to be addicted to gossip and slander or, for that matter, wine. And they were to teach the younger women by modeling for them what godliness looked like in the life of a believing woman. And while Paul provides a list of good behaviors that the older women were to teach to the younger women in the church, I don’t think he had a class in mind. This was to be modeled teaching. Their lives were to be the primary lesson the younger women studied and from which they learned the expectations of God for holiness.

The younger women were to love their husbands and children well. While this sounds like a no-brainer, we know how difficult this can be in a normal relationship between a husband and wife. Marriage can be difficult. Raising children can be extremely challenging. And older women were to model for the younger women what loving your husband and children looked like over the long haul. Their lives were to be a tangible example of what living self-controlled and selfless lives looked like. Purity or wholesomeness was to be a powerful motivation for these young wives and mothers. They were to be diligent workers, ordering their home well. This does not mean that wives are not to work outside of the home. But in Paul’s day, that was a rare option for women. He was simply calling for an attitude of diligence and order in their responsibilities, that would apply in every area of their lives – either at home or at work. And again, these older women were to have modeled what submission to their husbands looked like. It was not an issue of worth or value, power or weakness. It had to do with a willing submission to God’s intended order of things. Paul was not saying that the husbands were better, smarter or more deserving of the leadership role in the home. He was simply saying that God had a prescribed order of responsibility. He had placed the man as the head of the home and expected him to lead well. Many men don’t. That is an all-too-proven fact. But God intended for the wife to be an asset to her husband, encouraging and assisting him in his God-given role, seeing themselves as partners in this thing called marriage. In fact, Jesus would say that they are not really partners, but a single unit, joined together as one by God Himself in the marriage ceremony. The two of them are to act as one, in loving unison, as they raise their family and conduct their lives on this earth.

And younger men, which would include younger fathers and husbands, as well as single men, were to be self-controlled as well. They were not to be driven by their passions or controlled by their lusts. And Titus, as a young man himself, was to be a model of godly behavior, using his own life as a teaching tool that revealed integrity, dignity and godly speech. Young men were to not to use their youth as an excuse to act like fools or shirk their responsibilities as Christ-followers. They were to take their faith seriously and live their lives in such a way that the outside world could not point a finger at them and call them hypocrites.

Paul closes his list of individuals within the church by addressing bond-servants or slaves. In that day and age, there were many who found themselves operating as household slaves or servants because of unpaid debts. There were others that were outright slaves, captured as a result of wars and sold into slavery as servants. But many of these individuals had come to faith in Christ there on Crete. And they had become members of the local fellowships. So, Paul doesn't want to leave them out. It is interesting to note that Paul does not address the institution of slavery. He neither condemns nor condones it. He was not out to change the unjust institutions set up by men that took advantage of the weak or helpless. He was out to change hearts. Which is why he tells Titus that these individuals were to remain submission to their masters in everything. He didn’t tell them to rebel or run away. In fact, he told them to use their slavery as a platform on which to exhibit their faith in Christ. They were obey and not argue. They were to refrain from stealing and show themselves to be trustworthy and reliable. And their overall behavior, even as slaves, was to bring glory and honor to God.

Good doctrine should result in good conduct. Belief that doesn’t impact behavior is to be questioned. An individual who claims to know Christ and declares themselves to be a follower of Christ, but whose life exhibits no qualifying characteristics, is to be doubted. Paul would even say there are to be rebuked. The way we live our lives is one of the greatest testimonies to the life-transforming power of the gospel. It is to be practical proof of the Holy Spirit’s presence and power within us. All of these characteristics and behaviors that Paul has listed are Spirit-produced, not man-made. They come about as a result of a reliance upon the Spirit and an adherence to good, solid teaching of sound doctrine.

Sound Doctrine. Sound Faith.

For there are many who are insubordinate, empty talkers and deceivers, especially those of the circumcision party. They must be silenced, since they are upsetting whole families by teaching for shameful gain what they ought not to teach. One of the Cretans, a prophet of their own, said, “Cretans are always liars, evil beasts, lazy gluttons.” This testimony is true. Therefore rebuke them sharply, that they may be sound in the faith, not devoting themselves to Jewish myths and the commands of people who turn away from the truth. To the pure, all things are pure, but to the defiled and unbelieving, nothing is pure; but both their minds and their consciences are defiled. They profess to know God, but they deny him by their works. They are detestable, disobedient, unfit for any good work. – Titus 1:10-16 ESV

Like Timothy, Titus was one of Paul’s protégés. He was a Greek Gentile whom Paul had evidently led to Christ. This young man had actually accompanied Paul on several of his missionary journeys and had gained the great apostle’s trust, so that Paul was confident in sending him out on his own on numerous occasions as his representative. In fact, Paul had sent him to the island of Crete in order to help establish some sense of order within the churches there, including appointing elders to help him lead. “This is why I left you in Crete, so that you might put what remained into order, and appoint elders in every town as I directed you” (Titus 1:5 NLT). As in the case of Timothy, Paul provided Titus with advice on how to deal with false teachers who had become a real problem within the fledgling churches on Crete.

Titus found himself ministering in a place where the reputation of the inhabitants was far from stellar. Paul even quoted Epimenides, a 6th Century BC philosopher and religious prophet who happened to be a Cretan himself. He said, “Cretans are always liars, evil beasts, lazy gluttons” (Titus 1:12 ESV). Paul went out of his way to paint a less-than-flattering picture of the people of Crete. He described them as“insubordinate, empty talkers and deceivers, especially those of the circumcision party” (Titus 1:10 ESV). Evidently, not only were the false teachers considered men of poor repute, so were some of the members of the local churches on Crete. So, Paul spent a great deal of time in his letter talking about good works. He wanted Titus to understand just how important good character and moral behavior should be in the life of every believer. Paul commanded Titus to deal harshly and firmly with those whose lives were marked by laziness and lying. He didn’t want his young disciple to tolerate the disorder and chaos these kinds of people were bringing into the church. He told Titus to “rebuke them sharply, that they may be sound in the faith” (Titus 1:13 ESV). Rebuking and restoration were both to be a part of Titus’ ministry on Crete.

Paul’s objective was to make these individuals “sound in the faith”. There was a real problem with false and deceptive ideas regarding the faith taking place on Crete. The faith refers to salvation as expressed through belief in Jesus Christ as Savior. The false teachers were confusing and even contradicting what Paul, Titus and others had taught regarding what it means to have faith in Christ and enjoy forgiveness of sins and a restored relationship with God. Rather than faith alone in Christ alone, new and confusing gospel messages were being taught, and the result was weakness in faith among the people. They didn’t know what to believe anymore. One of the qualifications for elders that Paul gave Titus was: “He must hold firm to the trustworthy word as taught, so that he may be able to give instruction in sound doctrine and also to rebuke those who contradict it” (Titus 1:9 ESV). These men were to be knowledgeable of the truth so that they might refute falsehood and rebuke those who taught it. As far as Paul was concerned, sound faith was totally dependent upon sound doctrine.

But these false teachers were teaching “what they ought not to teach” and all “for shameful gain” (Titus 1:11 ESV). Paul refers to them as being from the circumcision party. This is a reference to Jews who had expressed faith in Christ, but who held to the idea that Gentiles who became believers in Christ must also keep the Law of Moses and undergo the rite of circumcision in order to be truly saved. Paul fought this heresy with every fiber of his being. And Paul’s fear was that, based on the reputation of the Cretans, they would easily accept this false teaching, and end up “devoting themselves to Jewish myths and the commands of people who turn away from the truth” (Titus 1:14 ESV). The Cretans were easily swayed by the “commands” or teachings of these people, readily accepting what they had to say about circumcision, abstinence from certain foods, the keeping of Jewish feasts and festivals and adherence to the Mosaic law. But Paul warns Titus that these false teachers “claim they know God, but they deny him by the way they live. They are detestable and disobedient, worthless for doing anything good” (Titus 1:16 ESV). Paul makes it clear that the real problem with these false teachers was their hearts. He says, “Everything is pure to those whose hearts are pure. But nothing is pure to those who are corrupt and unbelieving, because their minds and consciences are corrupted” (Titus 1:15 NLT). They were obsessed with the externals: keeping of laws and commands,  and adherence to rituals and religious rules.

There was an occasion when Jesus was approached by a group of Pharisees and religious leaders, who wanted to know why His disciples didn’t follow their man=made tradition of ceremonial hand-cleaning before they ate. Jesus responded to them:

“And why do you, by your traditions, violate the direct commandments of God? For instance, God says, ‘Honor your father and mother,’ and ‘Anyone who speaks disrespectfully of father or mother must be put to death.’ But you say it is all right for people to say to their parents, ‘Sorry, I can’t help you. For I have vowed to give to God what I would have given to you.’ In this way, you say they don’t need to honor their parents. And so you cancel the word of God for the sake of your own tradition. You hypocrites! Isaiah was right when he prophesied about you, for he wrote,

‘These people honor me with their lips,
    but their hearts are far from me.
Their worship is a farce,
    for they teach man-made ideas as commands from God.’” – Matthew 15:3-9 NLT

Jesus went on to say: “It’s not what goes into your mouth that defiles you; you are defiled by the words that come out of your mouth” (Matthew 15:11 NLT). The Pharisees had missed the point. They were so busy keeping external rules that they missed the real problem: The condition of their hearts. And Paul knew that the false teachers who were so negatively impacting the churches on Crete had the same problem. Their minds and consciences were defiled. Their hearts were hardened to the truth regarding faith in Christ. They were convinced that there had to be more to salvation. Faith alone in Christ alone was not enough. Works of self-righteousness were necessary. But Paul describes them as defiled and unbelieving. They were wrong and they were dangerous. So Paul tells Titus to rebuke them sharply. He was to deal harshly with the false teachers, and he was to rebuke the Cretans who were so easily buying into their lies. Sound doctrine and sound faith go hand in hand. The Word of God is not open to our interpretation. We are not free to add to the gospel or alter the truth in any way. And we are not to tolerate those who attempt to mislead by misinterpreting what God has said. Again, that is why Paul told Titus an elder must “have a strong belief in the trustworthy message he was taught; then he will be able to encourage others with wholesome teaching and show those who oppose it where they are wrong” (Titus 1:9 NLT).

Paul had also written to Timothy, telling him that the purpose for his letter was that “you will know how people must conduct themselves in the household of God. This is the church of the living God, which is the pillar and foundation of the truth” (1 Timothy 3:15 NLT). The church and its leaders must adhere to and uphold the truth of God, especially as it relates to the message and means of salvation. There is no other gospel except the one we have been given: “Believe in the Lord Jesus, and you will be saved” (Acts 16:31 ESV).

Godly Men.

This is why I left you in Crete, so that you might put what remained into order, and appoint elders in every town as I directed you — if anyone is above reproach, the husband of one wife, and his children are believers and not open to the charge of debauchery or insubordination. For an overseer, as God's steward, must be above reproach. He must not be arrogant or quick-tempered or a drunkard or violent or greedy for gain, but hospitable, a lover of good, self-controlled, upright, holy, and disciplined. He must hold firm to the trustworthy word as taught, so that he may be able to give instruction in sound doctrine and also to rebuke those who contradict it. – Titus 1:5-9 ESV

One of the first things Titus was to concentrate on was the appointment of elders for the local churches on Crete. As Paul’s letter will shortly disclose, there was a problem with disorder and doctrinal disruption within the church on Crete. Paul will describe these individuals as “insubordinate, empty talkers and deceivers” (Titus 1:10 ESV).  He will accuse them of “upsetting whole families by teaching for shameful gain what they ought not to teach” (Titus 1:11 ESV). That’s why Paul tells Titus that he has been left in Crete with the specific task to “put what remained into order, and appoint elders in every town as I directed you” (Titus 1:5 ESV). Paul gave Titus a two-part commission. The first was to put in order or to complete what was lacking or left undone. There were some issues within the church there that needed to be taken care of and Paul will spend a good portion of his letter explaining exactly what the issues were. But the second part of Titus’ commission was to appoint elders. He was going to need help. A big reason for the lack of order was based on a void of qualified leadership. Within any organization, if there is not adequate, qualified leadership, the void will end up being filled by someone. There will always be those who step into the leadership vacuum and attempt to use their power and influence to take charge. And evidently, that is exactly what was happening on Crete. So, Paul told Titus to take care of the problem by appointing men to help him lead the local body of believers. The responsibilities were too great for one man to handle on his own. But these couldn’t be just any kind of men. They were going to have to meet certain qualifications in order to be considered. 

But it’s important to notice that Paul’s description of the qualifications has everything to do with character and says little about Scripture knowledge, academic aptitude, business savvy, or even leadership skills. Instead, Paul mentions qualities and characteristics that would have been visible to all those who knew these men. Titus was to look for the outward evidence of an inward transformation that had taken place in the lives of these men due to their relationship with Christ and their knowledge of the Word of God. Each of them were to “hold firm to the trustworthy word as taught, so that he may be able to give instruction in sound doctrine and also to rebuke those who contradict it” (Titus 1:9 NLT). In other words, they had to know the truth of the Gospel and the realities regarding God and His redemptive plan for man, if they were going to be able to refute falsehood and defend the Good News from attack.

But the real point Paul seems to be making is the contrast of character between these future leaders and those who were doing harm to the church. Those who would lead the church had to be men who were above reproach or blameless. This didn’t mean that they had to be perfect or sinless. The Greek word Paul used referred to the fact that these men were to have no glaring character flaws. They were not to be guilty of living their lives in such a way that it would cause people to point their fingers in criticism, resulting in harm to the reputation of the church. They were to be loving husbands who didn’t have reputations for unfaithfulness. They were to be fathers who had proven themselves capable leaders at home, having children who had come to faith in Christ and who were modeling lives of moral integrity and obedience. This would seem to suggest that Paul was recommending men who were older, with children old enough to have come to faith in Christ and to have exhibited godly character. Paul went on to say that an elder candidate “must not be arrogant or quick-tempered or a drunkard or violent or greedy for gain” (Titus 1:7 NLT). Instead, he was to be “hospitable, a lover of good, self-controlled, upright, holy, and disciplined” (Titus 1:8 NLT). It's interesting to note that Paul had to be so specific in his list of qualifying character traits. He went out of his way to list disqualifying characteristics as well. Arrogance, anger, greed, violence and a problem with alcohol would all be huge detriments to godly leadership. They are outward signs of someone who is under the control of the flesh and not the Spirit. In fact, in his letter to the Galatians, Paul provides an even more details list of those characteristics that mark someone who is living according to their sin nature: “sexual immorality, impurity, lustful pleasures, idolatry, sorcery, hostility, quarreling, jealousy, outbursts of anger, selfish ambition, dissension, division,  envy, drunkenness, wild parties, and other sins like these” (Galatians 5:19-21 NLT). A man who was controlled by his own flesh was going to make a lousy leader. He would be disruptive and potentially destructive. And it’s obvious that the church on Crete already had enough negative influences impacting it. Titus was going to need godly men who exhibited lives that were under the control of the Spirit of God.

Titus was going to need help in dealing with the disorder and negative moral influences within the churches on Crete. He couldn’t handle it on his own. So Paul emphasized the need for him to find the right kind of men to lovingly lead the flock of God, providing much-needed discipline and modeling the character of Christ to all those around them. One of the main qualifications these men were to have was a love for the gospel. Paul tells Titus that each of them “must have a strong belief in the trustworthy message he was taught” (Titus 1:9 NLT). In other words, they must remain committed to the gospel message by which they came to faith in Christ. One of the problems going on there was the influence of false gospels. There were those who were preaching something other than salvation by faith alone in Christ alone. They were adding to the gospel. Paul will remind Titus that people were “listening to Jewish myths and the commands of people who have turned away from the truth” (Titus 1:14 NLT). So, the men Titus chose to help him lead the church were going to have to be men who were committed to the gospel message. They would not accept alternative versions of the truth. They would not tolerate false gospels or destructive heresies.

These men were not to function as a board of directors. They were not to be figure heads or to function as nothing more than an advisory board for Titus. They were to be overseers, shepherds and pastors to the flock. They were to be godly in character and bold in their witness. Paul had a strong view of eldership. He knew these men were indispensable to the spiritual well-being of the church. Which is why he told the elders in Ephesus: “So guard yourselves and God’s people. Feed and shepherd God’s flock—his church, purchased with his own blood—over which the Holy Spirit has appointed you as leaders” (Acts 20:28 NLT).

We live in the midst of an ungodly world and there is an ongoing need for godly men who will step forward and provide leadership and protection for the flock of God. The church needs men of character who are led by the Spirit of God and committed to the Word of God. Disorder and disruption are all around us. That’s why qualified men are in great need, even today.

Chosen, Called and Commissioned.

Paul, a servant of God and an apostle of Jesus Christ, for the sake of the faith of God’s elect and their knowledge of the truth, which accords with godliness, in hope of eternal life, which God, who never lies, promised before the ages began and at the proper time manifested in his word through the preaching with which I have been entrusted by the command of God our Savior;

To Titus, my true child in a common faith:

Grace and peace from God the Father and Christ Jesus our Savior. – Titus 1:1-4 ESV

As the title of this letter reflects, Paul was writing to Titus, another one of his young disciples in the faith. This letter, like the ones Paul wrote to Timothy, are intended to encourage and instruct Titus as he ministers on behalf of the gospel. As we will shortly see, Paul had left Titus in Crete with the task of ministering to the faithful there. He had given Titus clear instructions to “put what remained into order, and appoint elders in every town as I directed you” (Titus 1:5 ESV). Now, Paul was writing to this young man with further words of encouragement and instruction. But before Paul addresses Titus, he sets up his letter with a salutation or greeting. This was a common feature of most letters during that day. Unlike our letters, where we sign our name at the end, ancient letters began with a formal introduction of the one from whom the letter was being sent. All of Paul’s letters begin this way, with some featuring longer salutations than others. This is a particularly long one and is far more than simply a greeting or introduction. In it, Paul provides a summation of what he is going to be dealing with in the main content of his letter.

Paul begins with a dual description of himself as the servant of God and an apostle of Jesus Christ. Both of these designations are intended to support Paul’s authority and divine commission. The Greek word he used for servant is doulos and referred to a bond-servant or slave. Paul, a former Pharisee, was well-versed in the Hebrew Scriptures and would have been very familiar with the use of this term in association with some of the great men of God of the past. Moses, David and Elijah were each referred to as servants or slaves of God. This was a designation of honor, not infamy. Each of these men had been chosen by God for His service. In essence, they belonged to Him. They were His servant and each of them saw this role as a privilege, not a burden. And Paul was claiming to have that same kind of relationship with God. He had been hand-picked by God and commissioned to accomplish the will of God on this earth. He served God, not man. He answered to God, not man. His was a divine calling, complete with authority and power given to Him by God Himself. 

Secondly, Paul was an apostle of Jesus Christ. The Greek word is apostolos and it refers to a delegate, messenger or one sent forth with orders (“G652 - apostolos - Strong's Greek Lexicon (KJV).” Blue Letter Bible). Paul was not only a servant of God, he had been delegated by Jesus Christ as His representative and had been given a very specific task to perform. We have the exact words of that commission recorded for us in the book of Acts. They are part of Paul’s testimony regarding his salvation experience on the road to Damascus.

“I am Jesus whom you are persecuting. But rise and stand upon your feet, for I have appeared to you for this purpose, to appoint you as a servant and witness to the things in which you have seen me and to those in which I will appear to you, delivering you from your people and from the Gentiles—to whom I am sending you to open their eyes, so that they may turn from darkness to light and from the power of Satan to God, that they may receive forgiveness of sins and a place among those who are sanctified by faith in me.” – Acts 26:15-18 ESV

And Paul further clarifies for Titus the purpose behind his role as a servant of God and an apostle of Jesus Christ.

I have been sent to proclaim faith to those God has chosen and to teach them to know the truth that shows them how to live godly lives. – Titus 1:1 ESV

In his role as servant and apostle, Paul had been sent to proclaim the message of salvation by faith in Christ so that all those whom God had chosen could hear it. And when those so chosen by God had placed their faith in Christ, Paul was obligated by God and His Son to teach them the truth, so that they might live godly lives. In other words, Paul had a dual responsibility: To play a role in the salvation of the lost, but also in the sanctification of the saved.

And one of the things Paul firmly believed and expressed to his young friend, Titus, was the doctrine of God’s election. He uses the term, “God’s elect” in order to refer to those who come to faith. The Greek word is eklektos and it means “picked out or chosen” (“G1588 - eklektos - Strong's Greek Lexicon (KJV).” Blue Letter Bible). In The New Living Translation, verse one reads: “I have been sent to proclaim faith to those God has chosen.” In Paul’s understanding of the gospel, God was the acting agent behind salvation. He did not leave anything up to chance. Just as God had chosen Paul for salvation, so He has pre-ordained all those who will come to faith in Christ. Paul played no role in his salvation. He was not seeking Christ. In fact, he was busy persecuting and eliminating all those who claimed to be followers of Christ. And yet, God had chosen him for salvation. And Paul believed that was true for everyone who came to faith in Christ, past, present or future. 

The doctrine of divine election firmly establishes the believer’s eternal security. God has not left the believer’s assurance of salvation captive to changing feelings or faltering faith. Rather, the faithfulness of God demonstrated in his divine election secures the believer’s salvation in the will and purposes of God himself. – Thomas D. Lea and Hayne P. For Paul, salvation, godliness and eternal life were all the work of God. None were possible without Him. And all of them were pre-ordained and promised by God “before the ages began” (Titus 1:2 ESV). And the message regarding salvation, godliness and eternal life was given at just the right time, through men like Paul, so that the elect might come to faith through the preaching of the good news.

Suffice it to say, Paul saw himself as a man with divine authority and a providential responsibility to spread the gospel so that others might come to faith in Christ and to ensure that those very same individuals grew in godliness. And he saw Titus as a sharing in that very same responsibility and calling. This young man, whom Paul saw as his child in the faith, was also carrying the heavy burden of ministering the gospel to the people of Crete, carrying on what Paul and others had begun. And in the rest of his letter to Titus, Paul will provide him with much-needed guidance and encouragement for the task that lay before him.

Yet I Wlll Rejoice.

Though the fig tree should not blossom,
    nor fruit be on the vines,
the produce of the olive fail
    and the fields yield no food,
the flock be cut off from the fold
    and there be no herd in the stalls,
yet I will rejoice in the Lord;
    I will take joy in the God of my salvation.

Things don’t always turn out like we expect or desire. The circumstances of life have a way of showing up in surprising forms, both good and bad. Difficulties can appear suddenly and stay long past their expiration date. These are all truths we know from experience. They are part of the reality of life on this planet. They come with having to lie in a fallen world, mired by sin and under God’s curse and condemnation. But the one thing we tend to forget is that the very same God has provided a way for men and women like us, to escape the long-term effects of the curse and be exonerated from the just condemnation of God. God sent His own Son. He sent a Savior. And those who place their faith in that Savior, believing that He came, He died and that He rose again, are provided with the assurance that their sins are forgiven and their future is secure. They are guaranteed abundant life here and now, and eternal life to come. And it is that promise on which they are to hope as they endure the pain and suffering that comes in this life. Salvation does not provide us with escape from the difficulties of life. It is not some kind of spiritual immunization, inoculating us from trials or suffering. But it does provide us with a new perspective, a radically different way of looking at our time on this earth. The apostle Paul puts that new perspective in words for us:

For our present troubles are small and won't last very long. Yet they produce for us a glory that vastly outweighs them and will last forever! – 2 Corinthians 4:17 NLT

But what about Habakkuk? What was he to put his faith in as he wrestled with the news that God was going to judge the people of Judah for their sins and send the Babylonians as the means to accomplish that task? The Messiah had not yet come. The Savior had not yet been sent to redeem mankind from its sins. And yet, Habakkuk displayed saving faith. He knew that He could trust his God. His God had promised to provide for and protect the people of Judah, and Habakkuk took God at His word.

The closing lines of Habakkuk’s prayer contain some of the most powerful statements regarding faith in God that are found in the Bible. They are spoken by a man who has boldly, and somewhat dangerously, expressed his frustration with God over what appeared to be His lack of action. The prophet was frustrated with the unrepentant nature of the people of Judah. They refused to listen to his message. They were wicked and rebellious and Habakkuk wanted to know when God was going to act. And when God told Habakkuk that He was going to send the Babylonians to enact His judgment on the people of Judah, Habakkuk had the temerity to question God’s will and wisdom. And yet, once God explained Himself and reassured Habakkuk of His unwavering faithfulness to the people of Judah, Habakkuk had a change of heart. He literally sang God’s praises. This entire last chapter of his book are a song, composed to promote the goodness and greatness of God. And nothing had changed. Habakkuk’s circumstances had not been altered one iota. The people of Judah were still in rebellion against God. The Babylonians were still on God’s divine schedule to destroy Judah and Jerusalem. But in spite of all of that, the prophet was able to say:

yet I will rejoice in the Lord;
    I will take joy in the God of my salvation – Habakkuk 3:18 ESV

And Habakkuk wasn’t talking in a future tense. The rejoicing he mentioned wasn’t some kind of post-salvation joy that would show up once God had destroyed the Babylonians and put everything back the way it was supposed to be. No, Habakkuk was talking in the present tense. He qualifies his statement by saying:

Even though the fig trees have no blossoms,
    and there are no grapes on the vines;
even though the olive crop fails,
    and the fields lie empty and barren;
even though the flocks die in the fields,
    and the cattle barns are empty,
yet I will rejoice in the Lord!
    I will be joyful in the God of my salvation! – Habakkuk 3:17-18a NLT

Do you catch what he is saying? In spire of the circumstances, the negative circumstances, of life, Habakkuk was going to rejoice in the Lord. He was going to praise the God of his salvation. Before the fact. That is the essence of faith. The apostle Paul provides us with one of the most succinct definitions or descriptions of faith found in the Bible: “Now faith is the assurance of things hoped for, the conviction of things not seen” (Hebrews 11:1 ESV). Faith shows up in the form of assurance or certainty in a good outcome, long before the outcome is clear. It is a conviction regarding events that have not taken place. It is a trust in God, a reliance upon His promises and a confident assurance in His goodness. Once again, the apostle Paul gives us some insight into what true faith looks like.

Now hope that is seen is not hope. For who hopes for what he sees? But if we hope for what we do not see, we wait for it with patience. – Romans 8:24-25 ESV

Habakkuk had hope in God, and he was willing to wait for God’s deliverance with confident patience. Even is the figs failed to show up or the vines were bare of fruit, he would keep trusting. If they ran out of olive oil or experienced a drought because of a lack of crops, he would keep patiently waiting. Why? He tells us:

The Sovereign Lord is my strength!
    He makes me as surefooted as a deer,
    able to tread upon the heights. – Habakkuk 3:19 NLT

God would be his strength. His faith in God would give him the energy to endure whatever came his way. His trust in the goodness of God would provide him with the strength he needed to walk the paths of life with confidence and sure-footed stability. He knew God would not let him down. The Babylonians were coming. God had assured it. But Habakkuk was not worried. He knew God was in control and that He had promised to restore His people and remove the Babylonians. The days ahead were going to be difficult and full of unpleasant experiences, but Habakkuk was able to say, “yet I will rejoice in the Lord!” What a timely reminder for those of us who are Christ-followers, as we wait for our Savior to return. We too, live in difficult days. We are surrounded by those who would love nothing more than our destruction. The world hates us. The enemy is out to destroy us. And yet, we can rejoice in the Lord. We can have an assurance of things hoped for and a conviction of things not yet see. All because we trust in God.

I Will Quietly Wait.

O Lord, I have heard the report of you,
    and your work, O Lord, do I fear.
In the midst of the years revive it;
    in the midst of the years make it known;

How many times has your response to hearing from God been to sing? That what Habakkuk did. When the prophet heard that God’s plan included the use of the Babylonians to punish the people of Judah for their sins against Him, but that He would also bring destruction on Babylon, Habakkuk sang. Or at least he wrote words that were later turned into a psalm of praise. Even though Habakkuk knew that the Babylonians were going to be God’s chosen instrument of judgment against the people of Judah, he rejoiced in the fact that God was merciful and had no plans to do away with His people – even though they deserved it.

Habakkuk opens up his prayer with an acknowledgement of God’s greatness. He admits that he has heard about the greatness of God. As a young boy growing up in a Hebrew home, he would have heard the stories of God’s deliverance of the Israelites from captivity in Egypt. He would have known well the story of the Israelites miraculous crossing of the Red Sea and their many God-ordained victories that led to their occupation of the Promised Land. Habakkuk would have been well-verses in the history of the people of Israel and God’s sovereign work among them. So, knowing what he knew about God in the past, he appeals to God to so the same thing in the present.

In this time of our deep need,
    help us again as you did in years gone by.
And in your anger,
    remember your mercy. – Habakkkuk 3:2b NLT

Habakkuk knew that God was angry with the sins of the people of Judah. That was the whole reason He was bringing the Babylonians against them. He was doing to them what He had done to the northern kingdom of Israel. He had punished them for the wickedness and rebellion by bringing the Assyrians against them. Because of their worship of idols and stubborn rejection of Him as their God, He allowed them to fall at the hands of their enemy and be taken into captivity. And now, God had revealed to Habakkuk that He was going to do the same thing to Judah, but this time, using the Babylonians as His instrument of judgment. But Habakkuk pleads for mercy. He knew God was just in what He was going to do, but appealed to His grace and mercy, asking Him to deliver His people, just as He had done in the past.

The next thing Habakkuk does is describe what it must have been like when God delivered the people of Israel from captivity in Egypt. He says, “God came from Teman, and the Holy One from Mount Paran” (Habakkuk 3:3 ESV). Teman was located in Edom and Mount Paran was nearby. They were east of Egypt and Habakkuk describes God as having come from that direction as He approached His people in order to deliver them. Habakkuk describes God as having a brightness like light. This is most likely a reference to God’s shekinah glory. This Hebrew word was used to describe God’s visible presence as displayed in a form of light or other natural manifestation. When the people left Egypt, they were led by God, who revealed Himself to them in a tangible form that was to give them confidence and courage.

And they moved on from Succoth and encamped at Etham, on the edge of the wilderness. And the Lord went before them by day in a pillar of cloud to lead them along the way, and by night in a pillar of fire to give them light, that they might travel by day and by night. The pillar of cloud by day and the pillar of fire by night did not depart from before the people. – Exodus 13:20-22 ESV

Habakkuk also recalls what it must have been like when God descended upon Mount Sinai in order to give His people the law.

When he stops, the earth shakes.
    When he looks, the nations tremble.
He shatters the everlasting mountains
    and levels the eternal hills.
    He is the Eternal One! – Habakkuk 3:6 NLT

God had revealed Himself to the people of Israel in an unforgettable fashion. His glory had been literally earth-shaking and fear-inducing.

On the morning of the third day, thunder roared and lightning flashed, and a dense cloud came down on the mountain. There was a long, loud blast from a ram’s horn, and all the people trembled. Moses led them out from the camp to meet with God, and they stood at the foot of the mountain. All of Mount Sinai was covered with smoke because the Lord had descended on it in the form of fire. The smoke billowed into the sky like smoke from a brick kiln, and the whole mountain shook violently. As the blast of the ram’s horn grew louder and louder, Moses spoke, and God thundered his reply. – Exodus 19:16-19 NLT

To the Israelites at the foot of the mountain, the glory of the Lord appeared at the summit like a consuming fire. – Exodus 24:17 NLT

Habakkuk also recalls God’s power as displayed in the ten plagues that He used against the people of Egypt, forcing them to let the people of Israel go.

Before him went pestilence,
    and plague followed at his heels. – Habakkuk 3:5 ESV

God is all powerful. His majesty and might are incomparable. He controls the heavens and His very presence shakes the earth. Egypt was no match for Him. And Habakkuk knew that the Babylonians would also find themselves unequal to the task of trying to stand against God. 

Those nations that witnessed the Israelites’ divinely ordained departure from Egypt would have been amazed at what they witnessed. The Israelites, nothing more than slaves, had somehow defeated one of the world’s greatest powers and walked out of Egypt without firing an arrow or throwing a single spear. It had been a divine deliverance, complete with the parting of the Red Sea. This miraculous event, as well as the God’s of the waters of the Nile into blood, are both referenced here by Habakkuk.

Was your wrath against the rivers, O Lord?
    Was your anger against the rivers,
    or your indignation against the sea? – Habakkuk 3:8 ESV

This rhetorical question was Habakkuk’s way of stating that God’s anger was directed against those two bodies of water, but they were simply instruments or weapons in His hands. He used them to accomplish His will, much like a soldier uses his sword or spear. Habakkuk describes God in all His might and majesty, using metaphors that provide the reader with a sense of God’s awe and power. The mountains shake. The sun and moon stand still. All nature stands in awe of God. The entire created order is nothing compared to the greatness and grandeur of God.

All of this imagery is Habakkuk’s feeble attempt to describe the power and sovereignty of God. And it causes him to fear and tremble. But he says, “I will wait quietly for the coming day when disaster will strike the people who invade us” (Habakkuk 3:16 NLT). Habakkuk was putting His faith in the God of the past and trusting Him to be the God of the future. He was placing His faith in God’s consistency of character and proven track record of faithfulness. God had proven Himself powerful enough. God had repeatedly shown Himself more than faithful enough. And that was enough for Habakkuk to place his hope and trust in God.

Trust God.

Shall not all these take up their taunt against him, with scoffing and riddles for him, and say,

“Woe to him who heaps up what is not his own—
    for how long?—
    and loads himself with pledges!”
Will not your debtors suddenly arise,
    and those awake who will make you tremble?
    Then you will be spoil for them.
Because you have plundered many nations,
    all the remnant of the peoples shall plunder you,
for the blood of man and violence to the earth,
    to cities and all who dwell in them.

“Woe to him who gets evil gain for his house,
    to set his nest on high,
    to be safe from the reach of harm!
You have devised shame for your house
    by cutting off many peoples;
    you have forfeited your life.
For the stone will cry out from the wall,
    and the beam from the woodwork respond.

“Woe to him who builds a town with blood
    and founds a city on iniquity!
Behold, is it not from the Lord of hosts
    that peoples labor merely for fire,
    and nations weary themselves for nothing?
For the earth will be filled
    with the knowledge of the glory of the Lord
    as the waters cover the sea.

“Woe to him who makes his neighbors drink—
    you pour out your wrath and make them drunk,
    in order to gaze at their nakedness!
You will have your fill of shame instead of glory.
    Drink, yourself, and show your uncircumcision!
The cup in the Lord's right hand
    will come around to you,
    and utter shame will come upon your glory!
The violence done to Lebanon will overwhelm you,
    as will the destruction of the beasts that terrified them,
for the blood of man and violence to the earth,
    to cities and all who dwell in them.

“What profit is an idol
    when its maker has shaped it,
    a metal image, a teacher of lies?
For its maker trusts in his own creation
    when he makes speechless idols!
Woe to him who says to a wooden thing, Awake;
    to a silent stone, Arise!
Can this teach?
Behold, it is overlaid with gold and silver,
    and there is no breath at all in it.
But the Lord is in his holy temple;
    let all the earth keep silence before him.” Habakkuk 2:6-20 ESV

In verse five, we get a glimpse of Babylon as it appears to Habakkuk and the people of Judah:

His greed is as wide as Sheol;
    like death he has never enough.
He gathers for himself all nations
    and collects as his own all peoples.

But God reveals to the prophet that things are about to change. Babylon’s stock is about to plummet. Its 15-minutes fame are about to come to an abrupt end. For years they had been forcing their will on weaker nations. Their wealth had grown through the accumulation of plunder and from the exorbitant interest rates they charged on loans. And God finally determines to answer one of Habakkuk’s first questions: When? But He does so by having the question posed by those who find themselves living under the heavy hand of Babylonian rule.

“But soon their captives will taunt them.
    They will mock them, saying,
‘What sorrow awaits you thieves!
    Now you will get what you deserve!
You’ve become rich by extortion,
    but how much longer can this go on?’” – Habakkuk 2:6 NLT

When is God going to do something? When will He finally bring about justice and give to the Babylonians what they deserve? And while God does not provide a specific time frame or give Habakkuk a firm date, He does let the prophet know that the day of Babylon’s judgment is fast approaching. He tells Habakkuk that the day is coming when the captives of Babylon turn against them in rebellion.

They will turn on you and take all you have,
    while you stand trembling and helpless. – Habakkuk 2:7 NLT

This would actually take place in 539 B.C., when the Medes and Persians, two nations who had suffered at the hands of the Babylonians, would rise up and destroy their oppressor. The Babylonians would find themselves at the receiving end of the violence and persecution they had meted out to others. The Babylonians had built a great city, but had done so on the blood of others. They had made themselves a great nation by greedily plundering other, weaker nations. They had showed no mercy in the process. And God warns them:

What sorrow awaits you who build cities
    with money gained through murder and corruption! – Habakkuk 2:12 NLT

God pronounces five woes on the Babylonians. And right in the middle of this section, God announces that all their efforts at glory and fame will amount to nothing, because God has deemed it so.

Has not the Lord of Heaven’s Armies promised
    that the wealth of nations will turn to ashes?
They work so hard,
    but all in vain! – Habakkuk 2:13 NLT

All their efforts would prove fruitless in the end and go up in the smoke of the fires that burned throughout their destroyed capital. All their conquests and victories would ring hollow once God turned His wrath against them. Their walls and wealth would prove no match for God’s judgment. Like the water fills the seas, the earth will one day be filled with a knowledge of God’s glory. The people of Judah will know that the fall of Babylon was the work of God, not men. They will realize that Yahweh, the Lord of Hosts, has brought about a great victory over their enemy. And this prophecy has a now/not yet aspect to it. While Babylon would fall in 539 B.C., there is a greater fall of a far more wicked Babylon to come.

And there were flashes of lightning, rumblings, peals of thunder, and a great earthquake such as there had never been since man was on the earth, so great was that earthquake. The great city was split into three parts, and the cities of the nations fell, and God remembered Babylon the great, to make her drain the cup of the wine of the fury of his wrath. – Revelation 16:18-19 ESV

This future Babylon is a representation of the wicked of the world. It will be a literal nation that sets itself against God, under the leadership of the Antichrist. It will be a world order that aligns itself in rebellion against God’s rule. But it will be destroyed once and for all when Jesus Christ returns to set up His kingdom on earth. Ever since the fall of man in the garden of Eden, mankind has been in rebellion against God. And the greatest expression of man’s rebellion has been the desire to be as God – to their own god. At Babel, men joined forces in an attempt to build a tower to heaven. Their goal was to make a name for themselves.

“Come, let us build ourselves a city and a tower with its top in the heavens, and let us make a name for ourselves, lest we be dispersed over the face of the whole earth.” – Genesis 11:4 ESV

But God saw into their hearts and knew what they were attempting to do, so He confused their languages and dispersed them over the face of the earth. But the desire that drove their efforts to make a name for themselves and bring themselves glory has not gone away. Babylon was just another in a long list of nations that had tried to establish itself as the gods of this earth. But God warns them, “You will have your fill of shame instead of glory” (Habakkuk 2:16 ESV). Their days were numbered. They were going to get drunk on the cup of God’s judgment.

Drink from the cup of the Lord’s judgment,
    and all your glory will be turned to shame. – Habakkuk 2:16b NLT

The party was over. And their idols were going to prove incapable of standing up to the judgment of God. Those lifeless images made with their own hands would be exposed for what they were: Chunks of wood and lumps of clay.

What sorrow awaits you who say to wooden idols,
    ‘Wake up and save us!’
To speechless stone images you say,
    ‘Rise up and teach us!’
    Can an idol tell you what to do?
They may be overlaid with gold and silver,
    but they are lifeless inside. – Habakkuk 2:19 NLT

But God was alive and well, dwelling in His holy temple. And He would prove to be anything but lifeless and helpless. He would bring down His judgment on the heads of the Babylonians, destroying their once-mighty city and bringing an end to their legacy of power and glory. Habakkuk and the people of Judah needed to be reminded that their God was great and all-powerful. He was on His throne and fully capable of dealing with a nation like Babylon. He had the capacity to raise up other nations. He could call down fire from heaven. He could sent the hosts of heaven. Dealing with the likes of Babylon was not a problem for God. But He wanted His people to trust Him. He wanted them to stop looking at their circumstances and assuming God was either not there or didn’t care. He was fully aware of what was going on and in complete control of the circumstances surrounding them. They needed faith and a reminder that their God was faithful.

Live by Faith.

I will take my stand at my watchpost
    and station myself on the tower,
and look out to see what he will say to me,
    and what I will answer concerning my complaint. 

And the Lord answered me:

“Write the vision;
    make it plain on tablets,
    so he may run who reads it.
For still the vision awaits its appointed time;
    it hastens to the end—it will not lie.
If it seems slow, wait for it;
    it will surely come; it will not delay.

“Behold, his soul is puffed up; it is not upright within him,
    but the righteous shall live by his faith.

“Moreover, wine is a traitor,
    an arrogant man who is never at rest.
His greed is as wide as Sheol;
    like death he has never enough.
He gathers for himself all nations
    and collects as his own all peoples.” Habakkuk 2:1-5 ESV

Habakkuk has asked God two primary questions so far: “When?” and “Why?” In responding to Habakkuk’s first question, God simply told the prophet how He was going to deal with the violence and iniquity taking place in Judah: He would send the Babylonians. That news led Habakkuk to question why God would ever consider using a pagan nation to do His bidding, especially to punish His own people. And now, the indignant prophet tells God that he is going to sit and wait for God’s answer, like a guard standing in the watchtower on the battlements of a city wall. And Habakkuk is fully prepared to continue his dialogue with God if the answer if the answer he received is not to his liking. He seems to warn God that his response will be dictated by what God has to say to him.

And, as before, God answered Habakkuk. He tells the prophet that he will receive a vision and that he is to put it in writing on tablets. He is to write it clearly and legibly so that whoever reads it can run and tell others what he has seen. The vision will involve future events. In other words, it will be prophetic in nature, but it will all take place. Knowing Habakkuk’s tendency toward impatience, God tells him, “This vision is for a future time. It describes the end, and it will be fulfilled. If it seems slow in coming, wait patiently, for it will surely take place. It will not be delayed” (Habakkuk 2:3 NLT). It’s as good as done. And by having Habakkuk write the details concerning the vision in stone or clay tablets, God emphasizes the permanence and inescapable nature of what is to come.

The author of the book of Hebrews quotes from this verse in an attempt to encourage the believers in his day to remain faithful to the end and trust God for what He has promised to do.

Therefore do not throw away your confidence, which has a great reward. For you have need of endurance, so that when you have done the will of God you may receive what is promised. For, “Yet a little while, and the coming one will come and will not delay” – Hebrews 10:35-37 ESV

God is always faithful to keep His word. What He says He will do, He will do. He keeps His promises. And the author of Hebrews goes on to say, quoting from verses four of Habakkuk chapter two: “but my righteous one shall live by faith” (Hebrews 10:38 ESV).

God now gives the prophet His vision of what is to come. He speaks of the unrighteous and the righteous, the faithful and the unfaithful – those who trust in themselves and those who place their trust in God.

“Look at the proud! They trust in themselves, and their lives are crooked. But the righteous will live by their faithfulness to God.” – Habakkuk 3:4 NLT

The apostle Paul will also quote this verse on two different occasions, emphasizing the “righteous”.

For I am not ashamed of the gospel, for it is the power of God for salvation to everyone who believes, to the Jew first and also to the Greek. For in it the righteousness of God is revealed from faith for faith, as it is written, “The righteous shall live by faith.” – Romans 1:16-17 ESV

Now it is evident that no one is justified before God by the law, for “The righteous shall live by faith.” But the law is not of faith, rather “The one who does them shall live by them.” – Galatians 3:11-12 ESV

Paul used the words of God given to Habakkuk the prophet to emphasize and promote the key to righteousness before God. It is based on faith in God and faithfulness to God. In Habakkuk’s day, the people of Judah had not been faithful to God. They had turned from Him time and time again. They, like their northern neighbors in Israel, had worshiped false gods and proven themselves to be unfaithful to the God who had chosen them and redeemed them out of slavery in Egypt. They had turned their back on the one who had given them the great king, David. The land in which they lived had been the result of God’s gracious provision for them. And yet, they had filled it with idols.

And, to provide Habakkuk with a symbol of unrighteousness run rampant, God tells him to look at Babylon. They are the epitome of arrogance and pride. They are puffed up by their military success and their many conquests. They trust more in themselves than they do in God. In fact, they don’t trust in Yahweh at all. They have their own gods whom they worship and give credit for their many victories in battle. And they use their growing wealth as proof of their gods’ divine blessings. The word in verse five should probably be “wealth” and not ”wine”. Most of the more reliable manuscripts contain “wealth” and it would make more sense given the context. The New Living Translation renders verse five this way:

Wealth is treacherous,
    and the arrogant are never at rest.
They open their mouths as wide as the grave,
    and like death, they are never satisfied.
In their greed they have gathered up many nations
    and swallowed many peoples.

The greed of the Babylonians was insatiable. They couldn’t get enough. They were never satisfied with their conquests or the plunder they provided. They were the ultimate consumers, swallowing up everyone and everything in their path. They lived by what they could see, take, and enjoy. They lived by sight and immediate gratification. But God tells Habakkuk that the righteous are to live by faith. Faith in what? In God. The people of Judah were to put their hope and confidence in the God of their ancestors. He had proven Himself faithful time and time again, and He would do so again. The righteous are those who place their faith in God, not money, military might, false gods, other nations, or any other earthly resource. God tells Habakkuk that “the righteous shall live by his faith” (Habakkuk 2:4 ESV). The people of Judah would live through what was coming, but they would have to trust God with the results. They would survive the coming of the Babylonians and their deportment as slaves. The righteous would be those who kept trusting in the faithfulness of God – in spite of the circumstances that surrounded them.

Too often, our faith and our faithfulness is based on our circumstances, not on God and His faithfulness. We take a look at what is happening around us and to us, and begin to doubt our God. We question His faithfulness because we don’t like what is happening to us. We doubt His love because we can’t fathom how a loving God would allow us to experience what we are going through. But God would have us remember that the righteous live by faith. And Paul would have us remember that the righteous are those who endure because they know their God can be trusted.

God is trying to remind Habakkuk that his hope is to be in the God of Abraham, Isaac and Jacob. He is to trust in the God of David – the covenant keeping God who never fails to keep His promises and fulfill His commitment to His people. Just because the Babylonians were coming did not mean that God was done with Judah or turning His back on them. The book of Numbers gives us some powerful words of reminder concerning our God.

God is not a man, so he does not lie. He is not human, so he does not change his mind. Has he ever spoken and failed to act? Has he ever promised and not carried it through? – Numbers 23:19 NLT

God can be trusted. So, as His people, we are to put our trust in Him. The righteous belong to Him and rely upon Him. They do not circumstances dictate or determine their trust. They don’t let the presence of bad times diminish the goodness of their God. They accept the good and the bad as having come from the hand of a loving, faithful God who knows what He is doing and whose plan for them can always be trusted. Like Job, we need to be able to say, “Should we accept only good things from the hand of God and never anything bad?” (Job 2:10 NLT). God was going to do something great for the people of Judah. But first, they would have to experience something painful and inexplicable. Yet, they were to keep their faith in God. He was not done yet.

Questioning God.

Are you not from everlasting,
    O Lord my God, my Holy One?
    We shall not die.
O Lord, you have ordained them as a judgment,
    and you, O Rock, have established them for reproof.
You who are of purer eyes than to see evil
    and cannot look at wrong,
why do you idly look at traitors
    and remain silent when the wicked swallows up
    the man more righteous than he?
You make mankind like the fish of the sea,
    like crawling things that have no ruler.
He brings all of them up with a hook;
    he drags them out with his net;
he gathers them in his dragnet;
    so he rejoices and is glad.
Therefore he sacrifices to his net
    and makes offerings to his dragnet;
for by them he lives in luxury,
    and his food is rich.
Is he then to keep on emptying his net
    and mercilessly killing nations forever?
Habakkuk 1:12-17 ESV

In this section, we have the beginning of the second exchange between Habakkuk and God. His oracle opened with him asking the question: “When? ” He wanted to know when God was going to hear his prayers and do something about all the wickedness and iniquity that surrounded him in Judah. But God answered Habakkuk’s question by addressing the issue of “How.” In other words, He simply told Habakkuk how He was going to deal with the people of Judah – by using the Babylonians. God didn’t give Habakkuk a time frame or a firm date. He just simply let the prophet know that He had it all in control. In the verses above, we have Habakkuk’s response. He asks the question: “Why?” He wants to know why God would choose to use a pagan nation like the Babylonians to punish His own people. He boldly voiced his concern to God:

You who are of purer eyes than to see evil
    and cannot look at wrong,
why do you idly look at traitors
    and remain silent when the wicked swallows up
    the man more righteous than he? – Habakkuk 1:13 ESV

Habakkuk is a man who is filled with inner conflict. On the one hand, he realizes that Yahweh is the one true God. He refers to him as everlasting or eternal. He even views Him as holy, gracious and compassionate, faithful to the end – which is why he is able to state, “We shall not die” (Habakkuk 1:12 ESV). Habakkuk did not fear annihilation at the hands of the Babylonians, but abject humiliation. He knew God would not wipe out His own people, but Habakkuk was struggling with why God would choose to use a wicked nation like the Babylonians to do His bidding. Over and over again, Habakkuk asks the question, “Why?”

…why do you put up with such treacherous people? – Habakkuk 1:13 NET

Why do you say nothing when the wicked devour those more righteous than they are? – Habakkuk 1:13 NET

Habakkuk goes on to describe the situation as he sees it. As far as Habakkuk could tell, mankind was no better off than the fish in the sea – easy pickings to someone like the Babylonians. He describes the fate of the people of Judah using helpless and hopeless imagery.

Are we only fish to be caught and killed?
    Are we only sea creatures that have no leader?
Must we be strung up on their hooks
    and caught in their nets while they rejoice and celebrate?
Then they will worship their nets
    and burn incense in front of them.
“These nets are the gods who have made us rich!”
    they will claim. – Habakkuk 1:14-16 NLT

There are actually ancient Babylonian monuments that have been discovered which depict what Habakkuk has described. Etched on these monuments are images of captured people being led along in chains, single file, with their lower lips pierced through with hooks. The Babylonians were known for worshiping or giving credit to the tools they used in their conquests. Herodotus, the ancient Greek historian tells the story of the Babylonian king, Xerxes, who was attempting to cross the Hellespont with his massive army by using pontoon bridges his engineers had built. But a storm came and destroyed the bridges before they could use them. In his anger, Xerxes had the engineers beheaded, but he also had the waters of the Hellespont flogged 300 times. Then he had shackles dropped into the water as a mark of enslavement.

Habakkuk finds it hard to believe that God would use pagan people like this to do His bidding. They did not honor Yahweh. They worshiped false gods and even gave undue credit to inanimate objects. Why would God, the faithful, holy, compassionate God of Judah, stoop to using such wicked people? And, because Habakkuk was convinced that God was going to do exactly what He had said, he asks one final question:

Will you let them get away with this forever?
    Will they succeed forever in their heartless conquests? – Habakkuk 1:17 NLT

Habakkuk understood that God was punishing Judah. He just was having a difficult time understanding why God was going to use a nation like Babylon. They were wicked, unjust, known for their excessive violence and renowned for their disregard for human life. Habakkuk knew God was justified in His punishment of wicked Judah. The prophet had even asked God how long He was going to delay in dealing with all the violence that surrounded him. But God’s chosen methodology caught Habakkuk by surprise. He just could not fathom why God would accomplish His will in this manner.

There are times in every believer’s life when they are forced to ask of God, “Why?” Those circumstances inevitably arise that cause us to question God, demanding to know why He is doing what He is doing or why He has not done something to stop what is happening. We struggle with our circumstances. We see what is happening to us as unfair or undeserved. And we either conclude that God doesn’t love us and has chosen not to help us or we wrongly determine that God is powerless to help us. But the prophet Isaiah has some timely words of warning for us:

“What sorrow awaits those who argue with their Creator.
    Does a clay pot argue with its maker?
Does the clay dispute with the one who shapes it, saying,
    ‘Stop, you’re doing it wrong!’
Does the pot exclaim,
    ‘How clumsy can you be?’” – Isaiah 45:9 NLT

We are free to ask God, “Why?” But He is not obligated to provide us with an answer or defend His actions by explaining Himself to us. He is God. He alone knows what is best. He can choose to do whatever He wants to do and use whoever He wants to use to accomplish His perfect, divine will. Habakkuk was going to have to trust God. He didn’t have a clear picture of how the story ends. God had not yet revealed the entire scope of His plan. What appeared to Habakkuk as illogical and unfathomable, was part of God’s just, righteous and sovereign plan for the people of Judah. We always have to remember that God’s plan is bigger and more comprehensive than what we can see at any given moment. We also need to recall that His plan is universal in scope. It is not limited to our isolated, individual life. His plan was bigger than Habakkuk. It was grander in scope than just the lives of those living in Judah at that time. God was looking down the corridors of time, with His eyes fixed on His future plan to send His Son into the world. He would be born into the tribe of Judah. Bethlehem, in Judah, would be his birthplace. He would do all of His ministry within the confines of that region of the world and be crucified outside the walls of the city of Jerusalem. For all that to happen, God would need to spare the nation of Judah. This coming calamity was nothing more than a blip on God’s radar screen of history. God had greater plans for Judah. He had an inescapable destiny of destruction already planned for Babylon. But for now, they were going to be His chosen instrument to accomplish His divine will and bring about this portion of His perfect plan for mankind.

"I Am Doing A Work."

“Look among the nations, and see;
    wonder and be astounded.
For I am doing a work in your days
    that you would not believe if told.
For behold, I am raising up the Chaldeans,
    that bitter and hasty nation,
who march through the breadth of the earth,
    to seize dwellings not their own.
They are dreaded and fearsome;
    their justice and dignity go forth from themselves.
Their horses are swifter than leopards,
    more fierce than the evening wolves;
    their horsemen press proudly on.
Their horsemen come from afar;
    they fly like an eagle swift to devour.
They all come for violence,
    all their faces forward.
    They gather captives like sand.
At kings they scoff,
    and at rulers they laugh.
They laugh at every fortress,
    for they pile up earth and take it.
Then they sweep by like the wind and go on,
    guilty men, whose own might is their god!” Habakkuk 1:5-11 ESV

Habakkuk thought God was disinterested in what was going on in his world or had simply decided to do nothing about it. From Habakkuk’s perspective, God was not answering his calls for help or taking seriously his description of just how bad things had gotten in Judah. The place was filled with violence and sins of all kinds. Habakkuk saw himself as this isolated and lonely figure speaking the truth of God, but seeing no response to his message. And he was growing weary waiting for God to do something.

Then God spoke. He finally responded to Habakkuk’s impassioned pleas, but the answer He gave was not exactly what His despondent prophet was expecting. God was going to provide Habakkuk a glimpse into the unseen world of His sovereign plan. He would let Habakkuk in on the hidden and mysterious ways in which He works. And He tells Habakkuk “I am doing a work in your days that you would not believe if told” (Habakkuk 1:5 ESV). In essence, God tells Habakkuk that if he had heard any of this from anybody else but God, he wouldn’t have believed it. This was going to be jaw-dropping, I-can’t-believe-what=I’m-hearing kind of stuff.

God tells Habakkuk that His answer to the violence and iniquity of Judah is going to be the nation of the Chaldeans, whom God describes as “bitter and nasty.” And God breaks the news to Habakkuk that He will be the one to raise up the Chaldeans and use them as a weapon of judgment in His hands against His own people. Now you would think that this news would not be that shocking or surprising to Habakkuk. He would have known of God’s dealings with the northern kingdom of Israel and their fall at the hands of the Assyrians. He would have been well aware of how God had used foreign nations to inflict judgment on the people of Israel during the period of the judges. And yet, God knew that Habakkuk was not going to believe what he was hearing. The very idea that God would use a pagan nation to punish His people was going to shock Habakkuk. It would sound unreasonable and unjustified. It would come across as unfair and totally unnecessary to Habakkuk, like a massive overreaction on God’s part. Which is why God clarifies that He is doing a work in Habakkuk’s day that was going to be unbelievable. The Hebrew word God uses is 'aman and it means “to stand firm, to trust, to be certain, to believe in” (“H539 - 'aman - Strong's Hebrew Lexicon (KJV).” Blue Letter Bible). God warns His prophet that he is going to have a hard time accepting what God is about to tell him. Habakkuk is going to be tempted to lose trust in God over what he is about to hear. It is not that this news is going to be astonishing, but that it will be unacceptable to Habakkuk. It is not what he wants to hear from God.

The Chaldeans were the last thing Habakkuk would have expected. They were Semites, descendants of Kesed, the son of Nahor, Abraham’s brother. But they were Babylonians, and would be the final dynasty to rule the vast Babylonian empire. Under the reign of Nabopolassar, this nation had already made a name for itself as a ruthless and unstoppable force, inflicting its will throughout the ancient Near East. And now, God was telling Habakkuk that this same nation would be used by Him to inflict judgment on Judah. And as difficult as this was going to be for Habakkuk to accept, it should not have surprised him. God had warned the people of Israel centuries before what would happen if they refused to remain faithful to Him. Deuteronomy 28 contains God’s promise of blessings and curses, and He was very clear in what would happen to them should they disobey His commands and turn their backs on Him.

“Because you did not serve the Lord your God with joyfulness and gladness of heart, because of the abundance of all things, therefore you shall serve your enemies whom the Lord will send against you, in hunger and thirst, in nakedness, and lacking everything. And he will put a yoke of iron on your neck until he has destroyed you. The Lord will bring a nation against you from far away, from the end of the earth, swooping down like the eagle, a nation whose language you do not understand, a hard-faced nation who shall not respect the old or show mercy to the young.” – Deuteronomy 28:47-50 ESV

The problem was that the people of Israel had not believed God. They really didn’t think He would do what He said. Somehow they had believed that they were immune to His judgment, that as His chosen people, they were protected from His wrath. But the people of Judah should have known better. They had watched their brothers and sisters to the north, Israel, fall at the hands of the Assyrians. They had seen God use a foreign power to enact justice and judgment on the people of God and take them into captivity. But they still found it hard to believe that God would do the same to them. The ways of God are unfathomable to us. His sovereign will is not only impossible for us to know, even when He reveals it, we find it hard to accept. The prophet Isaiah provides us with a sobering reminder of God’s divine power and perspective.

Haven’t you heard? Don’t you understand? Are you deaf to the words of God—the words he gave before the world began? Are you so ignorant? God sits above the circle of the earth. The people below seem like grasshoppers to him! He spreads out the heavens like a curtain and makes his tent from them. He judges the great people of the world and brings them all to nothing. They hardly get started, barely taking root, when he blows on them and they wither. The wind carries them off like chaff. – Isaiah 40:21-24 NLT

God went on to tell Habakkuk just how devastating the coming of the Babylonians would be. They were going to come like an unstoppable force, laughing at any attempts made to halt their progress. Fortifications would fail. Armies would fall before them. Kings and princes would become their captives. No one would be able to stop them. But God. He would hold them accountable. He would use them, but He would also judge them. He would allow them to have their way, but He would also make sure that they got what they justly deserved: His judgment.

It is interesting to note that the apostle Paul quoted from this very same passage during a sermon he gave in Antioch in Pisidia. He wrapped up his message with the warning:

Beware, therefore, lest what is said in the Prophets should come about: “‘Look, you scoffers, be astounded and perish; for I am doing a work in your days, a work that you will not believe, even if one tells it to you.’”  – Acts 13:40-41 ESV

Paul delivered this message to Jews in the synagogue on the Sabbath. He was appealing to them to accept Jesus as their Messiah and Savior. He was attempting to get them to not do what their brothers and sisters in Jerusalem had done: reject Jesus as the Son of God.

“Brothers, sons of the family of Abraham, and those among you who fear God, to us has been sent the message of this salvation. For those who live in Jerusalem and their rulers, because they did not recognize him nor understand the utterances of the prophets, which are read every Sabbath, fulfilled them by condemning him.” – Acts 13:26-27 ESV

And Paul warned them that the death, burial and resurrection of Jesus was real. His offer of salvation was legitimate and not to be disbelieved. 

“Let it be known to you therefore, brothers, that through this man forgiveness of sins is proclaimed to you, and by him everyone who believes is freed from everything from which you could not be freed by the law of Moses.” – Acts 13:38 ESV

Then he quoted from Habakkuk, telling them that God was doing a work in their midst that they would find hard to believe. He was doing something that would seem improbably and impossible. But God’s ways are not our ways. His methods are not what we would expect. He had used the death of His own Son as the means by whichsinful men and women can be restored to a right relationship with Himself. Unbelievable? Yes. Just as unbelievable as the idea of God using a pagan nation to bring judgment upon the people of God. But Habakkuk was going to have to take God at His word and believe that what He was saying was not only true, but the only way in which salvation and restoration was going to come to the people of Judah. God assured Habakkuk, “I am doing a work!” And God is doing a work in our generation. He is not inactive. He is not distant or disinterested. But His ways will sometimes shock and surprise us. Our job is to trust Him and believe that what He is doing is according to His will and for the best interest of those whom He calls His own.

How Long?

The oracle that Habakkuk the prophet saw.

O Lord, how long shall I cry for help,
    and you will not hear?
Or cry to you “Violence!”
    and you will not save?
Why do you make me see iniquity,
    and why do you idly look at wrong?
Destruction and violence are before me;
    strife and contention arise.
So the law is paralyzed,
    and justice never goes forth.
For the wicked surround the righteous;
    so justice goes forth perverted. 
Habakkuk 1:1-4 ESV

Habakkuk was a contemporary of Nahum and Zephaniah, two other prophets of God. Like his counterparts, Habakkuk was a pre-exilic prophet, who was sent by God to the deliver His message regarding their coming fall at the hands of the Babylonians. Like all the prophets of God, He was to call the people to return to God or face the consequences of God’s just and righteous wrath. The northern kingdom of Israel had fallen to the Assyrians in 722 B.C., but their demise had done nothing to persuade the people of Judah to change their ways. In fact, God had some serious charges that He leveled against them:

“Have you seen what fickle Israel has done? Like a wife who commits adultery, Israel has worshiped other gods on every hill and under every green tree. I thought, ‘After she has done all this, she will return to me.’ But she did not return, and her faithless sister Judah saw this. She saw that I divorced faithless Israel because of her adultery. But that treacherous sister Judah had no fear, and now she, too, has left me and given herself to prostitution. Israel treated it all so lightly—she thought nothing of committing adultery by worshiping idols made of wood and stone. So now the land has been polluted. But despite all this, her faithless sister Judah has never sincerely returned to me. She has only pretended to be sorry. I, the Lord, have spoken!” – Jeremiah 3:6-10 ESV

Israel had refused to return to the Lord and had been delivered into the hands of the Babylonians by God. Now, Judah and the royal city of Jerusalem was facing a similar fate if they did not repent of their sins and return to God. More than likely, Habakkuk ministered during the reign of King Jehoiakim. During that time, the people of Judah knew that they were facing the threat of attack by Babylon because they had made their presence known throughout the region. But rather than return to God and place their faith in Him, the people had decided to place their trust in other nations, seeking the help of Assyria and Egypt.

Habakkuk provides us with an unparalleled glimpse into the heart of a prophet of God. Like the other prophets, his ministry had met with little success. The people were stubbornly refusing to listen to his message. They remained obstinate and stuck in their sinful ways. And Habakkuk was frustrated and angry. So, he took his concerns to God in the form of a very blunt and heart-felt prayer.

What is especially revealing about this man’s prayer is its boldness. He pull no punches, even though He is addressing God Almighty. In essence, he accuses God of apathy and indifference. He asks God, “O Lord, how long shall I cry for help, and you will not hear?” (Habakkuk 1:2 ESV). This was not Habakkuk’s first prayer to God. He had expressed his need for help on more than one occasion, but he had not received what he was looking for. He felt like God was ignoring his pleas for help. From his perspective, God was deaf to his cries for help or didn’t fully understand how bad things really were. So, Habakkuk attempted to bring God up to speed. He lets God know that violence is everywhere. Judah has become a wicked place where sin is rampant and the people. The Hebrew word for “violence” that Habakkuk used is hamas and it refers to cruelty, injustice and oppression. Habakkuk will use this word six times in this book. What he saw taking place in Judah was a rampant disregard for the laws of God. The people saw no repercussions for their sins. They were practicing all kinds of injustice and immorality. They were oppressing the needy and the weak. From Habakkuk’s perspective, there was an overwhelming flood of injustice taking place in Judah, and as far as he could tell, God was doing nothing about it. He has reached the breaking point.

Why do you make me see iniquity,
    and why do you idly look at wrong?
Destruction and violence are before me;
    strife and contention arise. – Habakkuk 1:3 ESV

It’s all more than he can bear. He wants to see change. He longs to see God do something. God’s law is powerless to stop the people. They simply ignore it. Justice is nowhere to be found. The wicked get away with murder, both figuratively and literally. The wicked outnumber the righteous and any kind of justice that does occur is a twisted, ungodly version that leaves the righteous on the wrong side of the ledger.

Habakkuk’s prayer is not unique. His cry is not an isolated one and his questions for God are not unprecedented. Even King David had expressed similar complaints to God.

How long, O Lord? Will you forget me forever?
    How long will you hide your face from me?
How long must I take counsel in my soul
    and have sorrow in my heart all the day?
How long shall my enemy be exalted over me? – Psalm 13:1-2 ESV

Abraham and Sarah struggled with how long was going to wait until He fulfilled His promise to give them a son and an heir. Moses struggled with how long he was going to have to put up with the people of Israel as they bickered, whined and complained their way through the wilderness. The other prophets of God wrestled with the seeming futility of their roles, wondering when God would do something deliver His people. We all struggle with what appears to be God’s indifference and invisibility at times. We call out and He doesn’t seem to hear us. We share our hurts, needs and concerns, and it feels like He is ignoring us. The wicked seem to prosper while the righteous appear to be in the minority and on the receiving end of all the injustice. And God sits idly by.

But one of the things that Habakkuk will learn is that God has a different perspective on things. He has a different viewpoint on what is going on, because He has a divine awareness of the outcome to which Habakkuk is oblivious. There is a method to God’s seeming madness. There is a purpose behind His apparent delay. He knows what He is doing. But Habakkuk was stuck on a horizontal plane, seeing things from his limited, earth-bound perspective. He could not see what God saw. He did not know what God knew. It reminds me of the prophet Elijah when he faced wicked King Ahaz and his queen, Jezebel. He had to go up against these two evil individuals and face off with their false prophets. And when he did, Elijah complained, “I am the only prophet of the Lord who is left, but Baal has 450 prophets” (1 Kings 18:22 NLT). God gave Elijah victory that day and he defeated the prophets of Baal, but then, out of fear of Jezebel’s revenge, he ran for his life. And when God confronted him, Elijah said to God, “I have zealously served the Lord God Almighty. But the people of Israel have broken their covenant with you, torn down your altars, and killed every one of your prophets. I am the only one left, and now they are trying to kill me, too” (1 Kings 19:10 NLT). From Elijah’s perspective, he was all alone. He was the last righteous man left standing. But God let him know that he was wrong. He told Elijah to go and anoint his replacement: Elisha. Not only that, God told him, “Yet I will preserve 7,000 others in Israel who have never bowed down to Baal or kissed him!” (1 Kings 19:18 NLT). He had not been alone. There had been others all along.

Habakkuk was frustrated. He was confused. And he was more than a little angry with God over His seeming indifference to all that was going on. But perception is not always reality, especially when it comes to God and His ways. Habakkuk was going to learn an invaluable lesson regarding God and His faithfulness. What appeared to be a delay from Habakkuk’s perspective was all part of God’s sovereign plan. God’s awareness of what was going on in Judah was comprehensive and complete. And His plans regarding them were flawless and right on time. Peter provides us with a timely reminder regarding the ways of God and our frustration over what appear to be His delays or indifference.

But you must not forget this one thing, dear friends: A day is like a thousand years to the Lord, and a thousand years is like a day. The Lord isn’t really being slow about his promise, as some people think. No, he is being patient for your sake. He does not want anyone to be destroyed, but wants everyone to repent. – 2 Peter 3:8-9 NLT

Lousy Leadership.

Multiply yourselves like the locust;
    multiply like the grasshopper!
You increased your merchants
    more than the stars of the heavens.
    The locust spreads its wings and flies away.

Your princes are like grasshoppers,
    your scribes like clouds of locusts
settling on the fences
    in a day of cold—
when the sun rises, they fly away;
    no one knows where they are.

Your shepherds are asleep,
    O king of Assyria;
    your nobles slumber.
Your people are scattered on the mountains
    with none to gather them.
There is no easing your hurt;
    your wound is grievous.
All who hear the news about you
    clap their hands over you.
For upon whom has not come

Nineveh was a wealthy city full of prosperous people who had benefited from the global expansion of the Assyrian empire. Along with tremendous amounts of plunder, the city of Nineveh had become a powerful trading hub, with merchants coming and going all the time, bringing in commodities from all around the known world. It was a great time to be alive if you lived in Nineveh. You had a powerful king with an army that was second to none. You lived in a city that was well-fortified and the envy of all your enemies. Every imaginable produce was available for purchase or trade within its walls. The signs of affluence were everywhere. You were surrounded by elaborate temples, sumptuous palaces, and fine homes. Wealthy and influential individuals walked the streets. Dignitaries from all around the world flocked to Nineveh to strike alliances and bring tribute to the king. As a result of all the Assyrian conquests, there were so many slaves, virtually anybody could have one. It was a great time to be alive.

But not for long. Nahum sarcastically tells the Assyrians to keep on multiplying. It is as if he is saying, “Keep it up. Just keep doing what you’re doing. Enjoy your moment in the sun, because it is about to get very dark, very quickly.” Nahum has no problem if their army keeps on expanding and their population continues to increase, because it won’t do them any good. Their many military victories had brought financial success. Business was booming, with the number of merchants plying their trade growing daily. They were like locusts. Too many to count. Their army was massive in size. In fact, Nahum refers to them in verse 17. The word translated as “princes” is actually the Hebrew word for “captains” and it most likely refers to the military leaders who oversaw the vast Assyrian army. The term translated as “scribes” literally means “crowned ones” and probably refers to the large number of princes and royal officials who helped oversee the administration of the massive bureaucracy of the Assyrian government. He compares these two groups to locusts and grasshoppers. They were everywhere and their numbers were too many to count. But Nahum warns that the day is coming when they will all disappear and no one will know where they all went. The merchants, princes and captains will be no more. Like locusts that cover the land, they will suddenly vanish. Here today, gone tomorrow.

And Nahum has a special word for the leaders of Nineveh. He compares them to shepherds who are responsible for the care of the sheep, but accuses them of being asleep on the job. They are negligent. The king and his officials are so busy building an empire, that they have forgotten to care about the common man. Global expansion had taken precedence over everything else. These men believed that surrounding their people with military might and financial success was all that was needed. They had the fortifications and the army to defend them. No one would dare attack the impregnable city of Nineveh. They had grown cocky and overconfident, drunk on their own success. They wouldn’t see the disaster until it was upon them.

But the word translated as “slumber” has another meaning. It was used as a figurative expression of someone dying. It is as if Nahum is warning that the day is fast approaching when all the princes, captains, royal officials, and the king himself, will all be dead. And the result will be that the sheep, those under their care, will end up scattered. No longer safe within the walls of Nineveh, they will flee to the mountains and try to escape capture at the hands of the Medes and Babylonians.

And there is nothing that can be done to stop what is going to happen. Nahum warns them, “There is no easing your hurt; your wound is grievous” (Nahum 3:19 ESV). This is going to be terminal. There is no escaping what God is bringing upon them. So, they could keep on growing and expanding, trading and doing business around the world, but none of it would prevent the inevitable. God’s judgment was coming and there was nothing they could do to stop it.

The Bible makes it clear that God is the one who puts kings on their thrones. He is the one who established kingdoms. And in every case, He expects those in authority to rule justly and care for those under their authority. Paul reminds us, “Everyone must submit to governing authorities. For all authority comes from God, and those in positions of authority have been placed there by God” (Romans 13:1 NLT). And he says that, “The authorities are God’s servants, sent for your good” (Romans 13:4 NLT). It is important to remember that, when Paul wrote this, he was addressing Christians who were living under the heavy-handed rule of the Roman government. But God has established the role of all government to provide rule and order and to protect and provide for those under its care. And He will hold all governments responsible for the role He has given them. He will hold to account each and every king, dictator, despot, president, government official, senator or member of congress. God even held the leaders of Israel accountable for their leadership over those under their care. Take a look at what He had to say to the shepherds of Israel:

“Son of man, prophesy against the shepherds, the leaders of Israel. Give them this message from the Sovereign Lord: What sorrow awaits you shepherds who feed yourselves instead of your flocks. Shouldn’t shepherds feed their sheep? You drink the milk, wear the wool, and butcher the best animals, but you let your flocks starve. You have not taken care of the weak. You have not tended the sick or bound up the injured. You have not gone looking for those who have wandered away and are lost. Instead, you have ruled them with harshness and cruelty. So my sheep have been scattered without a shepherd, and they are easy prey for any wild animal. They have wandered through all the mountains and all the hills, across the face of the earth, yet no one has gone to search for them.” – Ezekiel 34:2-6 NLT

"What sorrow awaits the leaders of my people--the shepherds of my sheep--for they have destroyed and scattered the very ones they were expected to care for," says the LORD. – Jeremiah 32:1 NLT

God takes leadership seriously. He allows men and women to enjoy roles of responsibility, but He expects them to wield their power and influence for the good of their people. Even pagan kings and communist dictators are expected by God to provide their people with protection and the provision of their needs. But in so many instances, we have seen governments spend more money on their military than they do on meeting the needs of their people. They build vast military complexes while their people suffer from a lack of the basic necessities of life. God will not allow that to go on forever. He will hold all leaders accountable, regardless of their political ideology or spiritual philosophy.

And lousy leaders are never missed. Their untimely exit from the stage of life is applauded, not mourned. Everyone loves to see the bad guys get their just desserts. As Nahum so aptly puts it: “All who hear the news about you clap their hands over you” (Nahum 3:19 ESV). Eventually, everyone says good riddance to bad leadership.

Who Can Stand Before God?

Are you better than Thebes
    that sat by the Nile,
with water around her,
    her rampart a sea,
    and water her wall?
Cush was her strength;
    Egypt too, and that without limit;
    Put and the Libyans were her helpers.

Yet she became an exile;
    she went into captivity;
her infants were dashed in pieces
    at the head of every street;
for her honored men lots were cast,
    and all her great men were bound in chains.
You also will be drunken;
    you will go into hiding;
you will seek a refuge from the enemy.
All your fortresses are like fig trees
    with first-ripe figs—
if shaken they fall
    into the mouth of the eater.
Behold, your troops
    are women in your midst.
The gates of your land
    are wide open to your enemies;
    fire has devoured your bars.

Draw water for the siege;
    strengthen your forts;
go into the clay;
    tread the mortar;
    take hold of the brick mold!

Nahum is unrelenting in his description of Nineveh’s fall. You would think that, by now, he had made his point. But he is far from done. He continues to drive home the point that mighty Nineveh would fall, because God had ordained it. He even reminds them that the fall of great nations was not an uncommon thing to happen in that day and age. He uses the great city of Thebes as an example. Thebes had been the capital of upper Egypt and was similar to Nineveh in that it was surrounded by a protective barrier of water. But this powerful and well-protected city fell at the hands of the Sargon and the Assyrians in 663 B.C. And the Prophet Jeremiah predicted its coming destruction by the Babylonians:

The Lord of hosts, the God of Israel, said: “Behold, I am bringing punishment upon Amon of Thebes, and Pharaoh and Egypt and her gods and her kings, upon Pharaoh and those who trust in him. I will deliver them into the hand of those who seek their life, into the hand of Nebuchadnezzar king of Babylon and his officers” – Jeremiah 46:25-26 ESV

If Thebes could fall, so could Nineveh. And while Thebes had plenty of allies to assist her, they would prove helpless to provide her with adequate defense. Her superior forces, formidable defenses and more-than-adequate alliances, would prove to be insufficient. And the same would be true for Nineveh. In a sense, Nahum is warning the Assyrians that it is futile to put their trust in material or earthly things. It was King David who wrote, “Some trust in chariots and some in horses, but we trust in the name of the LORD our God” (Psalm 20:7 ESV). Nothing is an adequate defense against the wrath of God. Large armies, impregnable defenses, powerful allies, deep moats, massive walls, and the most state-of-the-art weapons are no match for God.

Nahum goes on to describe in graphic detail the fate of Thebes. The city fell and its people were captured and taken into exile. Innocent babies were murdered in its streets. Its powerful and prominent citizens were sold as slaves. And Nahum warns that the same fate is in store for the people of Nineveh. When the Medes and Babylonians show up and lay siege to the city, the Assyrians will spend their days drinking in order to escape the fear of destruction. They will seek places to hide within the walls of the city. But Nahum compares their fortifications to over-ripe fruit hanging on a tree. One shake of the trunk and the fruit falls to the ground. In other words, Nineveh was ripe for the picking. He compares the mighty Assyrian warriors to weak and defenseless women, incapable of standing up to the forces of the Medes and Babylonians. In the end, their wall and gates would be as if they were non-existent. The enemy troops will swarm into the city as if the gates had been opened wide to receive them.

All of this would have been difficult for the Assyrians to believe. Even the Jews to whom Nahum was writing this oracle would have had a difficult time believing that what he was saying would actually happen. He was describing the fall of the most powerful nation in the world at that time. No one had been able to stand up to the Assyrians. There were no powers comparable to them. The thought of their capital city being defeated by anyone was hard to believe. But Nahum was a prophet of God. He spoke on behalf of God. And what he was saying, while difficult to comprehend and even more difficult to believe, was going to happen. It was God-ordained, not wishful thinking. It was not a matter of if, but when.

What is amazing about what Nahum is predicting regarding Nineveh and the nation of Assyria is not only that it will happen just as he says it will, but that the Assyrian Empire will disappear off the face of the earth. A nation that had existed for more than 2,000 years, will suddenly vanish from the scene. It will become a historical footnote. And the once great city of Nineveh will become a heap of rubble and a lost kingdom. It would not be until 1842 that the remains of the city were discovered. When God decided to destroy Nineveh, He would do so in a no-holds-barred fashion. They would not live to repeat their sins of the past. They would not rise from the ashes to fight another day. Their destruction would be comprehensive and complete.

They would prepare for the siege. They could make more bricks and fortify their defenses. But it would all prove hopeless in the face of God’s wrath. No amount of chariots, soldiers, allies, walls, or military strategies would save them.

Nahum wants his readers to understand that Yahweh is a great and mighty God. He is all-powerful and no one can stand against Him. He wants the people of Judah to fear and reverence God, to show Him the glory and honor He deserves. There is a story in the book of 1 Samuel about the return of the Ark of the Covenant which had been captured in battle by the Philistines. God had punished them by sending a plaque on them as long as they held the ark. So, in fear of God’s continued vengeance, they returned it to the Israelites. And when the men of Beth-shemesh saw it, they made the mistake of looking inside the ark. For doing so, 70 of them were stuck dead. And their response was, “Who is able to stand before the Lord, this holy God? And to whom shall he go up away from us?” (1 Samuel 6:20 ESV). The Philistines had not been able to stand before God. The disobedient men of Beth-shemesh had not been able to stand before God. And they had suffered the consequences.

But there is another passage, found in the book of Malachi, that also speaks of man’s inability to stand before God. It tells of a time when God shows up on the scene, but not to judge, but to refine. He will appear to the people of Israel, not as a burning fire of judgment, but a refining fire that will purge them once and for all of their sins.

“But who will be able to endure it when he comes? Who will be able to stand and face him when he appears? For he will be like a blazing fire that refines metal, or like a strong soap that bleaches clothes. He will sit like a refiner of silver, burning away the dross. He will purify the Levites, refining them like gold and silver, so that they may once again offer acceptable sacrifices to the Lord. Then once more the Lord will accept the offerings brought to him by the people of Judah and Jerusalem, as he did in the past.” – Malachi 3:2-4 NLT

God is a mighty, all-consuming fire. But His fire is not just destructive in nature. It can be purifying and redeeming. God would consume the Assyrians in His wrath. But there is a day coming when He will refine the people of Israel in His mercy and grace. He will keep the promises He made to Abraham, Isaac and Jacob. He will fulfill His covenant with His people. And in spite of their sin and rebellion, in spite of their rejection of His Son as their Messiah and Savior, He will redeem a remnant of the people of Israel as His own. When God decides to judge, who can stand before Him? When God determines to redeem, who can stand before Him? He is the sovereign God of the universe. He does as He sees fit. He accomplishes what He desires. And no one can stand before Him. The book of Revelation tells of the coming day of judgment, when God will accomplish His final will concerning those who have refused to bend the knee to Him and acknowledge Him as God.

Then the kings of the earth and the great ones and the generals and the rich and the powerful, and everyone, slave and free, hid themselves in the caves and among the rocks of the mountains, calling to the mountains and rocks, “Fall on us and hide us from the face of him who is seated on the throne, and from the wrath of the Lamb, for the great day of their wrath has come, and who can stand?” – Revelation 6:14-16 ESV

No one can stand before God. No one can stand up to God and live to tell about it. His will will be done. His kingdom will come. His Son will reign. And His chosen people will be there to reign at His side.

When God Says, “Enough!”

Woe to the bloody city,
    all full of lies and plunder—
    no end to the prey!
The crack of the whip, and rumble of the wheel,
    galloping horse and bounding chariot!
Horsemen charging,
    flashing sword and glittering spear,
hosts of slain,
    heaps of corpses,
dead bodies without end—
    they stumble over the bodies!
And all for the countless whorings of the prostitute,
    graceful and of deadly charms,
who betrays nations with her whorings,
    and peoples with her charms.

Behold, I am against you,
    declares the Lord of hosts,
    and will lift up your skirts over your face;
and I will make nations look at your nakedness
    and kingdoms at your shame.
I will throw filth at you
    and treat you with contempt
    and make you a spectacle.
And all who look at you will shrink from you and say,
“Wasted is Nineveh; who will grieve for her?”

For the third time since he started his oracle, Nahum will describe the fall of Nineveh, but this time he will provide the reason for the fall. He begins this section with the word, “woe”, which signals that what follows contains a warning of impending doom. The prophet, Isaiah, would use the same word when speaking of the city of Jerusalem and the nation of Judah.

“Woe to them! For they have brought evil on themselves.” – Isaiah 3:9 ESV

Their impending doom is directly tied to their guilt. They were a people known for shedding blood. They had conquered countless cities and captured or slaughtered their citizens. As a result of the victories, they had taken much plunder and moved it to their capital, Nineveh. But their appetite was insatiable. There was no end to their need for conquest and so there was no end to their prey. They were never satisfied. But God had had His fill of the Assyrians. He would no longer put up with their exploits, so Nahum uses very graphic terms to describe their fall: “hosts of slain, heaps of corpses, dead bodies without end—they stumble over the bodies!” (Nahum 3:3 ESV). The chariots and horsemen of the Medes and Persians were going to do to Nineveh what the Assyrians had done to countless other cities. The citizens of Nineveh were going to know the fear and terror of a siege as enemy soldiers attacked their city day after day, month after month. They would know what it was like to live under the constant threat that each day could bring the city’s fall and their own deaths.

And Nahum provides us with the “why.” He lets us know the reason for their coming destruction.

And all for the countless whorings of the prostitute,
    graceful and of deadly charms,
who betrays nations with her whorings,
    and peoples with her charms. – Nahum 3:6 ESV

Nahum compares the Assyrians to a prostitute. In some sense their probably refers to the role they often played as an ally to more defenseless nations. They would offer their services to those under threat by other powers, and agree to come to their aid should they be needed – all for money or tribute. King Ahaz of Judah, would turn to the Assyrians for aid against the combined forces of Syria and Israel.

So Ahaz sent messengers to Tiglath-pileser king of Assyria, saying, “I am your servant and your son. Come up and rescue me from the hand of the king of Syria and from the hand of the king of Israel, who are attacking me.” Ahaz also took the silver and gold that was found in the house of the Lord and in the treasures of the king's house and sent a present to the king of Assyria. – 2 Kings 16:7-8 ESV

But on many occasions, they would turn on those they had agreed to help. That’s exactly what they did to Judah. Years later, Sennacherib, the king of Assyria surrounded Jerusalem and sent a message to the king.

Do not listen to Hezekiah. For thus says the king of Assyria: Make your peace with me and come out to me. Then each one of you will eat of his own vine, and each one of his own fig tree, and each one of you will drink the water of his own cistern, until I come and take you away to a land like your own land, a land of grain and wine, a land of bread and vineyards. – Isaiah 36:16-17 ESV

Sennacherib was lying to Hezekiah. He offered to take them to Assyria and provide them with fine land and to treat them fairly. But he had nothing of the sort in mind. They were deceitful and motivated by conquest. And they were willing to use military might or cunning deception to get what they wanted. Not only that, Nahum accuses them of witchcraft and sorcery. The Hebrew word translated as “deadly charms” is the word kesheph and it refers to the practice of witchcraft. The Assyrians were pagans who mixed sorcery and witchcraft with their religious practices, and sought the aid and direction of the spirit world to determine their fate. This, coupled with their military success, made them highly attractive to the nations around them. Even King Ahaz of Judah, when he met with King Tiglath-pileser, was enamored by their temple and its altar. So he “sent to Uriah the priest a model of the altar, and its pattern, exact in all its details. And Uriah the priest built the altar; in accordance with all that King Ahaz had sent from Damascus, so Uriah the priest made it, before King Ahaz arrived from Damascus” (2 Kings 16:10-11 ESV). Not only that, Ahaz had the bronze altar, the one that was prescribed by God as the place to offer all the sacrifices, moved from its place of prominence. And then Ahaz began to use to as a tool of divination, saying, “the bronze altar shall be for me to inquire by” (2 Kings 16:15 ESV).

The power and success of Assyrian had made them attractive to other nations. They became the nation to emulate. Their power was great, so their gods must be great as well. Their methods had been successful, so other nations began to model themselves after Assyrian, adopting their ways, both militarily and spiritually. But many of these nations would become the victims of Assyria and end up being sold into slavery.

But God was about to bring all that to an end. He tells them, “Behold, I am against you, declares the Lord of hosts, and will lift up your skirts over your face; and I will make nations look at your nakedness and kingdoms at your shame” (Nahum 3:5 ESV). God was going to expose them for what they really were. But not only that, He was going to judge them for all that they had done. One of the things the Assyrians were known for was mocking the gods of the nations they conquered. Sennacherib did so when he surrounded Jerusalem.

Beware lest Hezekiah mislead you by saying, “The Lord will deliver us.” Has any of the gods of the nations delivered his land out of the hand of the king of Assyria? Where are the gods of Hamath and Arpad? Where are the gods of Sepharvaim? Have they delivered Samaria out of my hand? Who among all the gods of these lands have delivered their lands out of my hand, that the Lord should deliver Jerusalem out of my hand?’” – Isaiah 36:18-20 ESV

But God would have the last laugh. He would be the one to mock the Assyrians.

“I will cover you with filth
    and show the world how vile you really are.
All who see you will shrink back and say,
    ‘Nineveh lies in ruins.
Where are the mourners?’
    Does anyone regret your destruction?” – Nahum 3:6-7 NLT

Mighty Nineveh would be no match for the might of Yahweh. Their track record of success would be brought to an abrupt end. Their tenure of violence and destruction was coming to come to a screeching halt, all because God deemed it so. And the nations would rejoice over the demise of Assyria. There would be no mourners at their wake. No one would cry over the destruction of the once mighty nation of Assyria. Their day in the sun would end with darkness and anonymity. No king or nation can stand before God Almighty. No individual or people group is immune from His power or can escape His judgment. Like the Assyrians, they may face the music in their own lifetimes, but all will face the coming judgment of God. No one will be able to escape His righteous indignation and avoid His future punishment reserved for all those who rebel against Him and refuse His Son as the only means by which they might be saved. The Assyrians would hear the “woe” of God and live to regret it. But the day is coming when all mankind will hear God’s declaration of either judgment or acceptance. All will have to answer for their sins one day. But for those who have placed their faith in His Son as their sin substitute and Savior, they will face no judgment, because their sin debt has been paid for once and for all.

Divine Opposition.

Desolate! Desolation and ruin!
    Hearts melt and knees tremble;
anguish is in all loins;
    all faces grow pale!
Where is the lions’ den,
    the feeding place of the young lions,
where the lion and lioness went,
    where his cubs were, with none to disturb?
The lion tore enough for his cubs
    and strangled prey for his lionesses;
he filled his caves with prey
    and his dens with torn flesh.

Behold, I am against you, declares the Lord of hosts, and I will burn your chariots in smoke, and the sword shall devour your young lions. I will cut off your prey from the earth, and the voice of your messengers shall no longer be heard. – Nahum 2:10-13 ESV

You don’t want to be on God’s bad side. You don’t want Him for an enemy. And the one thing no human being should ever want to hear God say is, “I am against you.” Any time we see that statement, it is usually followed by some very unpleasant circumstances. The people of Judah themselves would eventually hear God say those same words:

“Behold, I am against you, O inhabitant of the valley,
    O rock of the plain,
declares the Lord;
you who say, ‘Who shall come down against us,
    or who shall enter our habitations?’
14 I will punish you according to the fruit of your deeds,
declares the Lord;
    I will kindle a fire in her forest,
    and it shall devour all that is around her.” – Jeremiah 21:13-14 ESV

Babylon, one of the nations that God would use to defeat the Assyrians, would also hear those four words:

“Behold, I am against you, O proud one,
    declares the Lord God of hosts,
for your day has come,
    the time when I will punish you.
The proud one shall stumble and fall,
    with none to raise him up,
and I will kindle a fire in his cities,
    and it will devour all that is around him.” – Jeremiah 50:30-31 ESV

God would one day say of the great city of Tyre:

“Behold, I am against you, O Tyre, and will bring up many nations against you, as the sea brings up its waves. They shall destroy the walls of Tyre and break down her towers, and I will scrape her soil from her and make her a bare rock.” – Ezekiel 26:3-4 ESV

God makes a great friend, but He is a formidable enemy. And Nahum, speaking on behalf of God, makes it quite clear that the Assyrians had overstepped their bounds and exceeded the limits of God’s patience. The Assyrians had more than met their match. While they were known for leaving a wake of destruction in their path, God was going to completely annihilate them. Their fall would leave nothing but desolation behind. Their once great city would be reduced to rubble, their vast horde of plunder and treasure would be removed. Their citizens would be taken captive or scattered to the four winds. And even their infamous chariots would be burned to ashes.

People will be left wondering what ever happened to Nineveh. Comparing the Assyrian king to a lion and Nineveh to his den, Nahum sarcastically asks, “Where is the lions’ den, the feeding place of the young lions, where the lion and lioness went, where his cubs were, with none to disturb?” (Nahum 2:11 ESV). In time, the rubble of the city will look like just another part of the landscape. It will be difficult to tell that it was once the great capital of the mighty Assyrian empire. There had been a day when the king of Assyrian had “filled his caves with prey and his dens with torn flesh” (Nahum 2:12 ESV), but that was about to change. Because God was against him. He had made an enemy of the Lord of Hosts. That term, Lord of Hosts, is a title for God that refers to His military might. It “pictures God as the sovereign king who has at his disposal a multitude of attendants, messengers, and warriors to do his bidding” (NET Study Bible notes). God commands the hosts of heaven, a countless force made up of angelic beings.

There is a wonderful story chronicled for us in the book of 1 Kings. It involves the prophet Elisha. It seems that the King of Aram had been setting traps and ambushes for the forces of Israel, and Elisha was prophetically warning the King of Israel about these situations before they happened. Of course, when the King of Aram found out what Elisha had been doing, it enraged him, so he sent troops to capture Elisha. One morning, Elisha’s servant woke up to find they were surrounded by troops.

When the servant of the man of God got up early the next morning and went outside, there were troops, horses, and chariots everywhere. “Oh, sir, what will we do now?” the young man cried to Elisha. – 2 Kings 6:15 ESV

But rather than panic, Elisha simply told his servant, “Don’t be afraid!” Then he calmed his anxious servant with the news: “For there are more on our side than on theirs!” (1 Kings 6: 16 ESV). But he could tell that his servant’s sense of panic was not exactly assuaged by this announcement. Because all his servant could see was one thing: The armies of Aram. There was nobody else in sight. What was Elisha talking about? And then Elisha prayed: “O Lord, open his eyes and let him see!” (1 Kings 6:17 ESV). And we’re told that God opened the young man’s eyes, and when he looked up, he saw that the hillside around Elisha was filled with horses and chariots of fire. In other words, he got a glimpse of the host of heaven.

God has more than enough resources to enforce His will and to accomplish His sovereign plan. In the case of Elisha and his servant, God used the hosts of heaven to rescue them. In the case of the Assyrians, God would call upon the Medes and the Babylonians to attack and destroy the Assyrians. God used the waters of the Red Sea to destroy the armies of Pharaoh. He brought down fire and brimstone to destroy the cities of Sodom and Gomorrah. There is no limit to God’s capabilities. That is why it is a dangerous thing to find yourself on the receiving end of His wrath. In the case of Egypt, God sent a single angel to take the lives of all the first born males in the nation. God can use His heavenly host or He can utilize human resources to accomplish His will. But the bottom line is, once the Assyrians found themselves on the wrong side of God’s wrath, their days were numbered. Daniel reminds us:

He changes times and seasons; he removes kings and sets up kings; he gives wisdom to the wise and knowledge to those who have understanding… – Daniel 2:21 ESV

The Assyrians were no match for God. And those who would set themselves against the people of God will always find themselves as the enemies of God. It is one thing for God to sovereignly choose to use a nation to accomplish His divine will and mete out His just judgment on His own people. But when a nation independently assumes the right to attack what rightly belongs to God, they will find themselves opposed by Him. There will always be nations like Assyria to wreak havoc and demand their way in the world. Wicked nations will rise up and force their will on others. Their will be dictators and tyrants. There will be always be despots and megalomaniacs who use force to build and maintain their empires. And from our human perspective, it will always look to use as it did to Elisha’s servant. We will see ourselves surrounded by the forces of evil. We will feel like the odds are against us, and we will cry out to God, “Oh, sir, what will we do now?” But God would have us remember that we have the Lord of Hosts on our side. He is in control. As bad as things might appear, our God is still on His throne. He is still the Lord of Hosts and has the resources of heaven at His disposal. Not only that, He is in full and ultimate control of all that goes on around us, whether it seems like it or not. Nothing happens outside of His sovereign will. No king, president, or dictator ascends to power without His permission. We may not understand why God does what He does, but we should never question His motives. All those who stand opposed to His will eventually find themselves hearing those very same words the Assyrians heard: “I am against you.” And the apostle Paul would have us remember: “If God is for us, who can ever be against us?” (Romans 8:31 NLT). Not only that, but, “nothing can ever separate us from God’s love. Neither death nor life, neither angels nor demons, neither our fears for today nor our worries about tomorrow—not even the powers of hell can separate us from God’s love. No power in the sky above or in the earth below—indeed, nothing in all creation will ever be able to separate us from the love of God that is revealed in Christ Jesus our Lord” (Romans 8:38-39 NLT).

God, the Scatterer.

The scatterer has come up against you.
    Man the ramparts;
    watch the road;
dress for battle;
    collect all your strength.

For the Lord is restoring the majesty of Jacob
    as the majesty of Israel,
for plunderers have plundered them
    and ruined their branches.

The shield of his mighty men is red;

moaning like doves
    and beating their breasts.
Nineveh is like a pool
    whose waters run away.
“Halt! Halt!” they cry,
    but none turns back.
Plunder the silver,
    plunder the gold!
There is no end of the treasure
    or of the wealth of all precious things. – Nahum 2:1-9 ESV

The Assyrians were powerful. They were feared. And rightly so, because their military might was second to none. No one had been able to resist their armies and oppose their will. When they determined to take a city, its walls eventually crumbled under the onslaught of the Assyrian siege engines, and the inhabitants were either killed or taken captive. This scene had been repeated time and time again throughout the known world as the Assyrian empire slowly and methodically spread, consuming everything in its path. But Nahum has news for the Assyrians. They are about to meet “the scatterer”. All the other nations they conquered and consumed had been protected by false gods made of stone or precious metals. But this time, they had chosen to attack a nation whose God was real. He did not need to be carried around and placed on a shelf. He was not mute and deaf. He did not have arms that hung lifeless at His side and eyes that were incapable of seeing. He was Yahweh, the God of the universe and the protector of the people of Judah. They were His people. He had chosen them and He would be faithful to protect them. Yes, they were disobedient and rebellious and undeserving of His grace and mercy, but God had made a covenant with them, and He would keep it. And He had not ordained the Assyrians to act as His agents of punishment. They had been His chosen instrument of destruction when He finally chose to punish the northern kingdom of Israel. He had sovereignly commissioned the Assyrians to attack Israel, sack their capital and take their people captive. This tragic event and the explanation for it, is described in the book of 2 Kings:

In the ninth year of Hoshea, the king of Assyria captured Samaria, and he carried the Israelites away to Assyria and placed them in Halah, and on the Habor, the river of Gozan, and in the cities of the Medes.

And this occurred because the people of Israel had sinned against the Lord their God, who had brought them up out of the land of Egypt from under the hand of Pharaoh king of Egypt, and had feared other gods and walked in the customs of the nations whom the Lord drove out before the people of Israel, and in the customs that the kings of Israel had practiced. And the people of Israel did secretly against the Lord their God things that were not right. They built for themselves high places in all their towns, from watchtower to fortified city. They set up for themselves pillars and Asherim on every high hill and under every green tree, and there they made offerings on all the high places, as the nations did whom the Lord carried away before them. And they did wicked things, provoking the Lord to anger, and they served idols, of which the Lord had said to them, “You shall not do this.” Yet the Lord warned Israel and Judah by every prophet and every seer, saying, “Turn from your evil ways and keep my commandments and my statutes, in accordance with all the Law that I commanded your fathers, and that I sent to you by my servants the prophets.”

But they would not listen, but were stubborn, as their fathers had been, who did not believe in the Lord their God. – 2 Kings 17:6-14 ESV

God had used the Assyrians before, but He had not called on them this time. They were out of bounds and outside the will of God. So, Nahum, speaking on behalf of God, warns the Assyrians of what is about to happen. Speaking prophetically, Nahum describes for them the scene that is going to take place within the walls of Nineveh, the Assyrian capital. The scatterer has come. That term was a common one in that day and was used of a conquering king. But in this case, Nahum is using it to speak of Yahweh. He will be the driving force behind the fall of Nineveh. While God will use other nations to accomplish His will, their efforts will be ordained and sanctioned by Him. And their victory will be the result of His sovereign will. The Assyrians and their capital will fall because they defied the will of God.

God was going to send Cyaxeres the Mede and Nabopolassar the Babylonian against Nineveh. And Nahum warns the people of Nineveh to make preparations for their arrival.

Man the ramparts;
    watch the road;
dress for battle;
    collect all your strength. – Nahum 2:1 ESV

They were to prepare for battle and arm themselves for war. Now, they were going to be on the receiving end of an enemy attack. This time, it would be the walls of mighty Nineveh that would be surrounded by enemy troops and pounded by siege engines. And Nahum tells the Assyrians why this is going to happen:

For the Lord is restoring the majesty of Jacob
    as the majesty of Israel,
for plunderers have plundered them
    and ruined their branches. – Nahum 2:2 ESV

God had not forgotten His people. He had not abandoned them. Even though He had allowed some of their cities to be plundered and destroyed by the Assyrians, He had not forsaken them completely. Now, He was going to put an end to Assyria’s onslaught against His people.

The following verses provide a graphic depiction of what was going to happen. This description of the coming events was intended to provide encouragement for the people of Judah and instill fear in the Assyrians. Nahum provides a scene-by-scene summary of what is going to happen within the walls of Ninevah. The enemy’s soldiers with their gleaming shields and spears will appear on the streets of the city. Chariots complete with scythe-like blades attached to their wheels will careen through the city, wreaking havoc and scattering the people before them. The Assyrians will attempt to muster a defense, but will fail. During the siege of Nineveh, which would last three years, there would be storms that would cause the rivers running through the city to flood. Historians believe these natural events were part of the cause of the city’s eventual fall. The flooded rivers ended up washing away the foundations under some of the walls and causing them to fall. Many of the cities buildings, along with its palaces, were also destroyed by the flooding. So, God, the creator of the universe, would not only marshal enemy armies against Nineveh, He would utilize His creation to bring and end to the once-mighty Assyrians.

And all of this would leave the people of Nineveh running for their lives. But the city and its great wealth would be plundered by the Medes and Persians. It’s gods would be taken as booty. It palaces would be stripped of their gold and silver. Nothing of value would be left. And Nahum warns that the end result will be total desolation.

Desolate! Desolation and ruin!
    Hearts melt and knees tremble;
anguish is in all loins;
    all faces grow pale! – Nahum 2:10 ESV

Nobles and slaves alike, would all be taken captive. They would be marched out of Ninevah, mourning and wailing over their defeat. One day they would be on top of the world, the next they would be demoralized and defeated captives, walking in chains to face their God-ordained fate.

This entire passage is designed to portray God as sovereign. He is not just the God of Judah, He is the God of the universe and everyone who lives in it. Whether the Assyrians, Medes, Babylonians or any other people group acknowledge Him as God is beside the point. He is God. The world is His and all who live on this planet do so at His pleasure. There is a sense in which all men believe they are self-made and self-determinative. We want to believe that we are the masters of our own fates and in control of our own destinies. But God, speaking through His prophet, Nahum, would have us remember that it is He who is in control. And while there will be those days when it appears as if God is distant and His power has somehow waned or diminished, we must always remember that He alone is God. He is not done yet. His will is not yet completely fulfilled. In the case of the nation of Judah, they would have additional experiences of defeat and demoralization. They would be spared from the attack of the Assyrians, but would eventually fall at the hands of the Babylonians. But it would be all according to God’s will. And the prophet Joel reminds us that God has an even greater fate in store for His people, and it will come about in His perfect, sovereign timing.

“Egypt shall become a desolation
    and Edom a desolate wilderness,
for the violence done to the people of Judah,
    because they have shed innocent blood in their land.
But Judah shall be inhabited forever,
    and Jerusalem to all generations.
I will avenge their blood,
    blood I have not avenged,
    for the Lord dwells in Zion.” – Joel 3:19-21 ESV

The Scatterer will also be the Gatherer. He will return His people to their land and place His Son on the throne of David. The Kingdom of God will reign on earth, with the King of kings and the Lord of lords ruling in righteousness over all the world.

A Wake-Up Call.

Thus says the Lord,
“Though they are at full strength and many,
    they will be cut down and pass away.
Though I have afflicted you,
    I will afflict you no more.
And now I will break his yoke from off you
    and will burst your bonds apart.”

The Lord has given commandment about you:
    “No more shall your name be perpetuated;
from the house of your gods I will cut off
    the carved image and the metal image.
I will make your grave, for you are vile.”

Behold, upon the mountains, the feet of him
    who brings good news,
    who publishes peace!
Keep your feasts, O Judah;
    fulfill your vows,
for never again shall the worthless pass through you;
    he is utterly cut off. – Nahum 1:12-15 ESV

Nahum now addresses the people of Judah directly. Despite the overwhelming power of the Assyrians and their seemingly limitless numbers, God assures the people of Judah that He is going to deal with this centuries-old menace once and for all. The Hebrew literally says, they will “trickle away” like the last remnants of a great flood that has done its damage, but has slowly receded to nothing. Their power will be no match for God. While He has allowed them their moment in the sun, He will also see that this once great nation is judged for its many atrocities and condemned to defeat at the hands of other nations. They will go from a once great nation-state to virtual oblivion, all because God has deemed it so.

But as for the people of Judah, God tells them that He is going to provide them with a break from the affliction brought upon them by the Assyrians. It must be noted that God’s promise to the people of Judah to bring an end to their affliction, only referred to their suffering at the hands of the Assyrians. Because it is clear from Scripture that God continued to bring affliction on the people of Judah from other sources, including the nation of Babylon, which, in 586 B.C., destroyed the city of Jerusalem and took many of the people of Judah captive. But God promised to eliminate Assyria as a threat, and He did so. This should have caught the attention of the people of Judah. They should have realized that their God is all-powerful and incredibly merciful. They had done nothing to deserve this reprieve, yet God had brought it about. They should have recognized that “The Lord is good, a stronghold in the day of trouble; he knows those who take refuge in him” (Nahum 1:7 ESV). But the sad reality will be, that the people of Judah, who will see the hand of God move on their behalf, will continue their stubborn rejection of Him as their God. Yes, they will continue to worship Him, but as God said through the prophet Isaiah:

They honor me with their lips, but their hearts are far from me. And their worship of me is nothing but man-made rules learned by rote. – Isaiah 29:13 NLT

Their deliverance at the hand of God should have been a wake-up call. It should have driven them to their knees in gratitude and reverence to God for His mercy and grace. But God will be forced to replace the Assyrians with yet another foreign power that will act as His instrument of judgment upon His disobedient people.

But as for the present problem of the Assyrians, God assures the people of Judah, “now I will break his yoke from off you and will burst your bonds apart” (Nahum 1:13 ESV). What a bold claim for God to make. This seemingly impossible claim would have been hard for the people of God to accept. It would have seemed far-fetched and too good to be true. The Assyrians had been around for centuries. They were a powerful dynasty and the alpha predator of their era, with no known competitor strong enough to unseat them. How was God going to accomplish what Nahum was saying? This all sounded great, but it would have seemed like such an impossibility. But as Nahum has already reminded them:

His way is in whirlwind and storm,
    and the clouds are the dust of his feet.
He rebukes the sea and makes it dry;
    he dries up all the rivers…
– Nahum 1:3-4 ESV

God was all-powerful. He was the God of the universe, the creator of all things. The Assyrians would be no problem for him. And so, Nahum changes his focus yet again and addresses the Assyrians directly.

The Lord has given commandment about you:
    “No more shall your name be perpetuated;
from the house of your gods I will cut off
    the carved image and the metal image.
I will make your grave, for you are vile.” – Nahum 1:14 ESV

Their false gods will prove to be no match for the one true God. They will be exposed for what they are: false and powerless. God will see to it that their posterity of the Assyrians ends. They will cease to exist as a nation-state. Their rise to power was great, but their fall will be even greater. Their seeming invincibility will end with with their virtual invisibility. They will cease to be. Again, what a bold claim. But what is interesting to note is that the Medes, who would be part of the coalition force that conquered the Assyrians, would see to it that the gods of the Assyrians, found in the capital city of Nineveh, were completely destroyed. The Assyrians had a policy of collecting the images of all the gods of the nations they defeated. They would bring them back to their capital and put them on display as an illustration of the superiority of their own gods. But when the time came for Nineveh to fall, all the gods of Assyria would be captured and destroyed, just as God had promised.

As Nahum prepares to transition to a new train of thought, he appeals to the people of Judah directly, calling them to rejoice in the inevitable salvation of God. He speaks as if the destruction of Nineveh has already happened and the deliverance of the people of Judah is complete. He calls them to “Keep your feasts, O Judah; fulfill your vows, for never again shall the worthless pass through you; he is utterly cut off” (Nahum 1:15 ESV). God’s word is so powerful, that you can go ahead and celebrate before it has even been fulfilled.

God is not a man, so he does not lie. He is not human, so he does not change his mind. Has he ever spoken and failed to act? Has he ever promised and not carried it through?
 – Numbers 23:19 NLT

God will bring about what He has promised. He will accomplish what He has said. And He is calling the people of Judah to do their part. They are to remain obedience to Him, keeping His appointed feasts and fulfilling the vows they had made to Him. God will do His part, but they must do theirs. God will remove the false gods of the Assyrians, but the people of Judah must remove the false gods they worship and return to faithful, unadulterated allegiance to Yahweh. After all God has promised to do, you would think that this would have been easy for the people of Judah to pull off. But they would prove to be ungrateful to God for His undeserved mercy and grace. He would do exactly what He promised, removing the yoke of the Assyrians, but they would continue to live their lives in open rebellion to Him. They would worship them with their lips, but their hearts would be far from Him. And God would be forced to bring yet another nation against His people, to prove to them that He is serious about their holiness. He not only demands obedience, He will do what He has to do to see that it happens.

This entire section of Nahum’s oracle, should have been a stark reminder to the people of Judah that their God was actively involved in their lives. He was blind to their spiritual condition or oblivious to their suffering at the hands of their enemies. As a matter of fact, the Assyrians were nothing more than tools in His hands, accomplishing His divine will concerning His judgment against the people of Judah. But God had promised to defeat the Assyrians and deliver the people of Judah. All He wanted in return was their faithfulness. He wanted their obedience and willful submission to His sovereign will concerning their lives. He had promised them blessing after blessing if they would only remain faithful to Him. And to prove both His power and mercy, God promised to destroy the very ones He had sent to persecute His people. He would remove the threat of destruction, but He desired the repentance of His people in return.

No Match For God.

The Lord is good,
    a stronghold in the day of trouble;
he knows those who take refuge in him.
    But with an overflowing flood
he will make a complete end of the adversaries,
    and will pursue his enemies into darkness.
What do you plot against the Lord?
    He will make a complete end;
    trouble will not rise up a second time.
For they are like entangled thorns,
    like drunkards as they drink;
    they are consumed like stubble fully dried.
From you came one
    who plotted evil against the Lord,
    a worthless counselor. –
Nahum 1:7-11 ESV

Nahum’s primary subject would appear to be the city of Nineveh, but upon closer examination, it is really God. While Nahum’s oracle deals extensively with what is going to happen to the city of Nineveh, it is God who will be the cause behind everything that takes place. Nahum’s message was intended for the people of Judah, not Nineveh. Unlike Jonah, Nahum was not commissioned by God to warn the people of Nineveh. His words were meant to encourage the nation of Judah and remind them that their God was still in control. As vast and mighty as the Assyrians might have been, their God was greater and more powerful. He could be trusted.

The Lord is good—
indeed, he is a fortress in time of distress,
and he protects those who seek refuge in him. – Jonah 1:7 NET

There is a stark contrast between the opening six verses and verse seven. In terms of His relationship with the Assyrians, God was a jealous and wrathful God who takes vengeance on His enemies. He will deal with the guilty.

Who can stand before his fierce anger?
    Who can survive his burning fury?
His rage blazes forth like fire,
    and the mountains crumble to dust in his presence. – Nahum 1:6 NLT

When it comes to His righteous indignation, no one can stand before Him. He is the God who can make mountains quake and the rivers dry up. He controls all the forces of nature. So, no human army is a match for Him. And yet, at the same time, God is good to those who seek refuge in Him. He is like a fortress that provides shelter to all those who seem safety in the midst of trouble. The people of Nineveh would seek safety within the fortified walls of their city, but they would find no protection from God’s fierce anger. But the Jews could, if they so chose, seek safety within the loving arms of God and find Him more than capable of protecting them from the onslaught of the Assyrians or any other human foe.

In fact, Nahum goes on to contrast once again God’s love and wrath. While He is a reliable source of refuge for all who seek safety from trouble and come to Him, He is also an overwhelming flood, sweeping away His enemies and destroying all those in His path who stand opposed to Him and His people. His wrath will come like a tsunami, overpowering all that stand in His way. And God, because He is sovereign, is fully capable of fulfilling His wrath and bringing about destruction in any of a number of ways. In the case of Nineveh, they would fall to a combined force made up of Medes, Babylonians, and Scythians. This alliance of pagan nations would destroy the city and during the siege, the rivers surrounding the city would overflow, flooding the city and destroying part of its walls. God can use nature or He can utilize other nations to accomplish His will. His resources are boundless. His creativity is limitless when it comes to how He brings about His will regarding those who stand against Him.

One of the points Nahum is making through this oracle is the tremendous value God puts on justice. He is a God of mercy and justice, and one of the great indictments He will lodge against the Assyrians is their reputation for injustice and oppression. They are cruel and unjust in their treatment of their foes. They are arrogant and prideful, believing they can do what they want to any nation they conquer and have to answer to no one for their actions. But God will prove them wrong. He sees all that they are doing. He is well aware of their injustices, and He will deal with them.

The Assyrians saw themselves as unstoppable. No one could stand in their way. Not even the God of the Israelites. When Sennacherib and the forces of Assyria had attempted to lay siege to Jerusalem in 701 B.C., they had failed. They had attempted to destroy the people of God without the permission of God. He had not called them to do what they had done. In essence, as Nahum writes, they had plotted against God Himself. Their attack against His people was unprovoked, unwarranted and unsanctioned by God. And they failed. Not only that, Nahum warns that they will never do it a second time, because God would destroy them before they could even try.

Like a wall of tangles thorns that appear impossible to penetrate, the Assyrians appear mighty and formidable. But thorns are no match for fire. Like helpless drunks, the Assyrians would prove hopeless and helpless before God. Dry dry stalks standing in a field, they will prove to be no match for the fiery wrath of God.

Nahum also makes reference to “one who plotted evil against the Lord, a worthless counselor” (Nahum 1:11 ESV). This is probably a reference to King Sennacherib of Assyria. When he had come against the city of Jerusalem, he had sent a message to the king of Judah, telling him:

“This is what the great king of Assyria says: What are you trusting in that makes you so confident? Do you think that mere words can substitute for military skill and strength? Who are you counting on, that you have rebelled against me? On Egypt? If you lean on Egypt, it will be like a reed that splinters beneath your weight and pierces your hand. Pharaoh, the king of Egypt, is completely unreliable!

 “But perhaps you will say to me, ‘We are trusting in the Lord our God!’ But isn’t he the one who was insulted by Hezekiah? Didn’t Hezekiah tear down his shrines and altars and make everyone in Judah and Jerusalem worship only at the altar here in Jerusalem?

“I’ll tell you what! Strike a bargain with my master, the king of Assyria. I will give you 2,000 horses if you can find that many men to ride on them! With your tiny army, how can you think of challenging even the weakest contingent of my master’s troops, even with the help of Egypt’s chariots and charioteers? What’s more, do you think we have invaded your land without the Lord’s direction? The Lord himself told us, ‘Attack this land and destroy it!’” – 2 Kings 18:19-25 NLT

God has not sent the Assyrians. This was a lie meant to confuse the king of Judah and cause him to surrender the city without a fight. God would thwart the plans of Sennacherib and put an end to his ambitious plans to defeat the people of Judah. God would eventually allow Nebuchadnezzar and the nation of Babylon to conquer Judah, as a part of His judgment against them for having failed to heed His calls to repentance. But that was not something He had asked the Assyrians to do. They were out of line with their efforts to defeat the people of Judah, and they were unsuccessful. Not because Judah was powerful, but because their God is great.

Our God is a great God. He is sovereign over any and all. He answers to no one, and no one can stand against Him. He is righteous and wrathful, merciful and vengeful. He is gracious and loving, but can also be a formidable enemy against those who would stand in His way or who would attempt to thwart His will. History is full of stories of great nations and powerful kingdoms. There have countless empires that have risen up and attempted to force their will on the world. Kings and dictators have ascended to places of power with grand plans to conquer the world with their armies, but each has ultimately failed. This world belongs to God, and He has a divine plan for it. He will use nations. He will appoint kings. He will raise up leaders of all kinds. But they will all be answerable to Him. Their power is limited. Their plans are temporary. Their reigns are short-lived. But God remains on His throne for all time. His power is limitless and His plans are unavoidable and unstoppable. And all who would find refuge and safety from the storms of this life, brought on by the Sennacheribs of this world, can run to God and find Him to be a strong fortress, against which no one and nothing can prevail.
